On 09/24/2025, Licensing Program Analyst (LPA) Deschampe conducted a follow-up, announced, in-person pre-licensing inspection for a Small Family Child Care Home (FCCH) license. LPA explained to the applicant the purpose of the visit, to determine if the applicant is in compliance since the last inspection on 09/08/2025. Items to inspect are the following:
(1). Balcony to remove climbable objects (2). Make fireplace inaccessible. (3). Door chimes/bells for front door and garage door. (4). Make items inaccessible in the bathroom medicine cabinet, router/chord, etc. (5). Applicant will get the Landlord Consent Family Child Care Home LIC 9149 signed.
At 9:41 AM, LPA arrived at the facility and was allowed entry by the applicant, Emily Salcido, who guided LPA on a tour of the home. A review of the Facility Personnel Report Summary indicates 2 adults, including the applicant live in the home. The adult residents received caregiver background clearances or exemptions as required by the Department. Per the applicant, there is one (1) minor living in the home. The home has 4 pets, 3 cats and 1 frog. Applicant stated the 3 cats have current vaccinations.
Criminal Record Clearance
: Applicant, Emily Salcido was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code (HSC) section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed FCCH. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

The applicant is requesting a Small FCCH License. Per the applicant, operation hours will be Monday through Friday, 7:30 AM-6:00 PM. Care and supervision will be provided to children ages 3 years - 6 years old. For the purposes of licensing, an infant is defined as any child 0 to 24 months of age.
Based on the Facility Sketch LIC 999 submitted, areas off-limits to children and authorized representatives are as follows:
Applicant has designated the following areas as off-limits: Bedroom 2, bedroom 2 bathroom, kitchen, and garage. The applicant has child proof safety locks for all accessible drawers and cabinets. Bedroom 2 has a key lock. The kitchen, garage access/stair access door, and bedroom 1 desk area have a combor safety gate to prevent access to children. The outdoor balcony stairs have a regalo safety gate. The wall fireplace is inaccessible with a fitted plywood, secured with Liquid Nails Heavy Duty adhesive, with additional securing using Gorilla Tough Wide Black Duct Tape. However, LPA was unable to view due to having a mesh screen covering. Applicant will have the screen removed for the next inspection. The balcony does not have any furniture or items that are a health and safety concern. All items have been removed from the balcony for safety. For added security and awareness, applicant has installed BovcTrraann Shopkeepers Bell on the front door and the garage access door/stair access. The applicant understands that licensing staff may have access to off-limits areas during inspection visits, if necessary.
Indoor areas designated for day care activities:
Applicant has designated the living room, bedroom 1, dining area, balcony (for the purpose of entry to facility only), and bathroom as accessible areas. The entrance for the day care is from the front walkway, using stairs. Areas that will be used by children were inspected for safety, comfort, cleanliness, telephone service (cell phone), ventilation, and heating. LPA observed broken window blinds in the living room that present as potential harm to children in care. The power outlet and telephone outlet is accessible to children and present as potential harm to children in care. The applicant will make these inaccessible. The children\342\200\231s bathroom was observed to be safe and free of hazardous items. The applicant has safe toys, play equipment, and materials.

The applicant is required to submit the following correction to the licensing office by the due date of
10/22/2025.
1. Make fireplace inaccessible.
2. Make telephone and power outlet/router/chord inaccessible.
3. Remove/replace broken blinds in living room window.

A license will be issued once all requirements are met and upon final review by management. Appeal rights were provided. Exit interview conducted and report was reviewed with the applicant, Emily Salcido.
