Page 1 of 2 On 10/13/2025, Licensing Program Analyst (LPA) Deschampe conducted a follow-up, announced, in-person pre-licensing inspection for a Small Family Child Care Home (FCCH) license. LPA explained to the applicant the purpose of the visit, to determine if the applicant is in compliance since the last inspection on 09/30/2025. Item to inspect: (1) Removal of broken blinds in living room window. At 9:29 AM, LPA arrived at the facility and was allowed entry by the applicant, Emily Salcido, who guided LPA on a tour of the home. A review of the Facility Personnel Report Summary indicates 2 adults, including the applicant live in the home. The adult residents received caregiver background clearances or exemptions as required by the Department. Per the applicant, there is one (1) minor living in the home. The home has 4 pets, 3 cats and 1 frog. Applicant stated the 3 cats have current vaccinations. The applicant is requesting a Small FCCH License. Per the applicant, operation hours will be Monday-through Friday, 7:30 AM - 6:00 PM. Care and supervision will be provided to children ages 3 years through 6 years old. For the purposes of licensing, an infant is defined as any child 0 to 24 months of age. Applicant confirms no infant care will be provided. Criminal Record Clearance : Applicant, Emily Salcido was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code (HSC) section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed FCCH. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. Page 2 of 2 Based on the Facility Sketch LIC 999 submitted, areas off-limits to children/authorized representatives are as follows: Applicant has designated the following areas as off-limits: Bedroom 2, bedroom 2 bathroom, kitchen, and garage. The applicant has child proof safety locks for all accessible drawers and cabinets. Bedroom 2 has a key lock. The kitchen, garage/stair access door, and bedroom 1 desk area have a combor safety gate to prevent access to children. The outdoor balcony stairs have a regalo safety gate. LPA observed the wall fireplace is inaccessible with fitted plywood, secured with Liquid Nails Heavy Duty adhesive, with additional securing using Gorilla Tough Wide Black Duct Tape, and will be covered with a mesh screen for added security. The balcony does not have any furniture or items that are a health and safety concern. All items have been removed from the balcony for safety. For added security and awareness, applicant has installed BovcTrraann Shopkeepers Bell on the front door and the garage/stair access door. The applicant understands that licensing staff may have access to off-limits areas during inspection visits, if necessary. Indoor areas designated for day care activities: Applicant has designated the living room, bedroom 1, dining area, balcony (for the purpose of entry to facility only), and bathroom as accessible areas. The entrance for the day care is from the front walkway, using stairs. Areas that will be used by children were inspected for safety, comfort, cleanliness, telephone service (cell phone), ventilation, and heating. LPA observed window treatment has been removed by applicant. The applicant has made the energy source, router, power outlet, and telephone outlet inaccessible to children via placement of furniture. The children\342\200\231s bathroom was observed to be safe and free of hazardous items. The applicant has safe toys, play equipment, and materials. The Small Family Child Care Home was in compliance with Title 22 Regulations at the time of inspection. In the event additional requirements are needed, the applicant will be notified . A license will be issued once all requirements are met and upon final review by management. Appeal rights were provided.
