What the inspector wrote

Licensing Program Analyst (LPA) Carreiro conducted an unannounced case management inspection for the purpose of increase in capacity from Small Family Childcare Home to Large Family Childcare Home. LPA met with licensee, SALII, INNA who was caring for 4 preschool children. LPA also met with licensee's husband. A review of the Facility Personnel Report Summary indicates 2 adults live in the home. The adults residents received caregiver background check clearances or exemptions as required by the Department. Per the applicant, there are 3 minors living in the home. Licensee stated, they are not currently registered with any Resource Foster Care agency or holds a Resource foster parent license. Licensee were reminded if changes, to notify the licensing office. Per the applicant, operation hours will be Monday-Friday 8:30am-5:30pm. Care and supervision will be provided to children ages 1.5-14 years old. For the purposes of licensing, an infant is defined as any child 0 to 24 months of age. All areas identified on the facility sketch were inspected, including but not limited to, off limit areas. The facility is a two-story home with 3 bedrooms, 2 and half bathrooms, a living room, dining room, kitchen, backyard (fenced). There is a fireplace in the living room that is screened. There are also 2 heavy toy houses that are in front of the fireplace. Areas that are used by children were inspected for safety, comfort, cleanliness, telephone service (cell phone is the primary contact phone.) Continue to page 2 Page 2 There is central heat/AC in the home. Detergents, cleaning compounds, medicines, sharp objects, and hazardous items that can pose a danger to children are inaccessible in areas designated for children. The Licensee stated that there are no poisons on the premises. Licensee was advised that any poisons must be locked with a key or combination lock. The applicant stated that there are no weapons or firearms on the premises. The LPA informed the applicant that when firearms are present, they must be locked and stored separately from the ammunition per CCR 102417(g)(4)(C). Areas Designated for Day care activities: Licensee has designated the 1 bathroom, living room, dining room, and the bigger patio as areas for day-care use. Based on the Facility Sketch LIC999 submitted, areas off-limits to children and parents are as follows: Applicant has identified the whole second floor, kitchen, closets on the first floor, and the small patio that is next to the kitchen as off limits. The applicant understands that licensing staff may have access to off-limits areas during inspection visits if necessary. During this inspection, LPA observed the designated off-limits areas were made inaccessible by baby gate and child safety strap locks. Licensee stated there is a community pool located approximately 134\342\200\2311\342\200\235 feet from the home. Applicant stated pool will not be used for day care. Pictures of the community pool are on file. The toys are age appropriate and in good condition for the potential ages served. Baby walkers, bouncers, jumpers, and similar items will not be used for children in care. During today's inspection, the smoke detector and carbon monoxide were operable, and the fire extinguisher 2A10:BC indicates fully charged. Continue to page 3 Page 3 Outdoor play activities will be conducted in the bigger patio, which is appropriately fenced. LPA observed play equipment to be safe and free of hazards. Per licensee, she provides food and snacks for the children. Per licensee, children nap in the dining room. Licensee stated that she will provide linens and blankets for napping. Licensee stated that parents will provide diapers, lotion, wipes, and formula for the infants. Licensee\342\200\231s Mandated Reporter certification expires on 9/11/2026. EMSA approved Pediatric CPR and Pediatric First Aid were current for licensee, which expires on 7/27/2026. Newport Beach Fire Authority approved the facility for a large license and it was received on 2/10/2026 with the following notes, No private garage exists; therefore, not reviewed for day care use. 2 nd floor-Not approved for day care use. See site plans for \342\200\234off limits\342\200\235 areas. 1 st floor- approved for day care use except for \342\200\234off limits\342\200\235 areas shown on site plans. The licensee rents/leases the home, proof of landlord notification is required. The LPA observed the Property Owner/Landlord Notification form (LIC9151) that the applicant confirms was provided to the property owner/landlord. The applicant did not obtained a signed Property Owner/Landlord Consent form (LIC 9149). LPA advised the licensee how to access forms, regulations and quarterly updates online at: www.ccld.ca.gov Megan\342\200\231s Law On this date, 2/19/2026, the California Attorney General - Megan\342\200\231s Law website was searched for information on sex offenders required to register with local law enforcement under California's Megan's Law. No registered sex offenders were found at the facility addresses. Under state law, some registered sex offenders are not subject to public disclosure; therefore, they may not have been included in this search. However, the Department conducts a monthly cross reference of each address on record for all registered sex offenders against all CCLD facility addresses pursuant to information shared by California DOJ. Continue to page 4 Page 4 LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services Plan (IMS ) Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. MyChildCarePlan.org Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. Criminal Record Clearance Licensee was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.
