What the inspector wrote

Page 2. On 01/16/2025, the Orange County Child Care Office received a complaint alleging: 1) Staff yell at day care child. 2) Staff use inappropriate language towards day care child. Reporting Party (RP) stated that Child #1 (C1) got up to get water, and the teacher yelled at C1 and called them a \342\200\234profanity pronoun.\342\200\235 During the investigation, LPA toured the facility on 1/21/2025 and 1/29/2025, conducted 5 (five) staff interviews (S1-S5), 3 (three) qualified children\342\200\231s interviews (C2-C4), obtained documents Red Hill Communication Sheet, Red Hill Montessori Enrollment Packet, LIC500 Personal Report, and Sign in and Out sheet. During visits on 1/21/2025 and 1/292025 LPA observed teacher and child interactions. On 1/21/2025 visit was conducted during nap time. Classroom was quiet and staff were supervising some children asleep and some awake. During the visit on 1/29/2025 children were sitting in the carpet area and 1 staff was leading the children in a group activity and 1 staff was supporting children by redirecting them to the carpet area and helping them to get engaged with the activity. Staff and children then transitioned to a second classroom where children picked out an activity to work on. As children were participating in their activity, staff walked around assisting children who needed it. As staff were supporting children they were talking in a calm voice and at times bending over to assist children. Regarding allegation \342\200\234Staff yell at daycare child:\342\200\235 LPA interviewed 5 staff and all 5 staff stated they have not witnessed or yelled at a child before, and that when children need redirection that they will get to eye level with the child and use a calm voice to help them problem solve. 2 of 3 children interviewed stated that teachers use quiet, not scary voices. Regarding allegation \342\200\234Staff use inappropriate language towards day care child:\342\200\235 LPA interviewed 5 staff who stated that they know what \342\200\234profanity language\342\200\235 is and that they have never used that language before and have not heard any staff use profanity language. 2 (two) of 3 (three) children interviewed stated that teachers do not use bad words. Continue to page 2. Page 3. Director disclosed on 1/16/2025, a parent came and talked to director regarding S5 was using profanity against C1 and told C1 to go sit down. Director interviewed all staff members and all staff stated they have never heard any staff using profanity against any child. Director also disclosed the director, and the parent were reviewing the video footage dated 1/15/2025 and nothing was on the camera as the camera did not record the audio. On 1/16/2025, the mother returned to the facility with flowers and apologized to S5. On 2/19/2025, LPA conducted parent interviews. LPA called 8 parents and LPA was able to interview 5. The 5 (five) parents interviewed did not divulge any information pertaining to the allegations. Based on LPA observations, interviews, and records review, the preponderance of evidence standard has not been met. Although the allegations may have happened or are valid, there is not a preponderance of evidence to prove the alleged violations: Staff yell at day care child. Staff use inappropriate language towards day care child therefore, the allegations are UNSUBSTANTIATED. Exit interview conducted and report was reviewed with Director Padimini. The director was informed that the \342\200\234Notice of Site Visit\342\200\235 must be posted on or adjacent to the door for 30 days. Failure to post will result in a Civil Penalty of a $100.00. End of report.
