Facility-requested visit·December 8, 2023

On 12/8/2023, Licensing Program Analyst (LPA), Mila Quinto conducted an unannounced Case Management inspection for a decrease in capacity. Upon arrival, LPA met with Director, Melinda Marchese and Administrator Ashley Neitzke. Applicant is requesting to be licensed for 24 preschoolers and 12 toddler option children, ages 18 to 6 years old in the toddler classroom and preschool classroom. The hours of operation are 7:30am to 5:30pm, Monday through Friday. Present during today’s inspection were 21 preschool children with 4 staff members. Appropriate ratios and supervision were observed. All indoor and outdoor activity space utilized for the children was inspected today. LPA reminded the director that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. LPA continued to tour the facility and measured the activity space. Total indoor activity space measured 1319.40 square feet, which is sufficient to accommodate the requested capacity of 36 Children. LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots and mats, bookshelves, and other activity supplies for the children. Drinking water is available in the classrooms via filtered water on a water jug with disposable cups. LPA observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. Fire clearance was granted on 11/08/2023. LPA observed a total of 7 sinks and 6 toilets available for children’s use. These are sufficient to accommodate the requested capacity of 36 children. The facility currently has a fully fenced playground area. A section of the playground is separated by a fence and is only used for the toddler option. The wrought iron fencing is at least four feet high. The total square footage for all the outdoor activity space is 3475.64 square feet, which is sufficient to accommodate the requested capacity. Page 1 of 3 Page 2 of 3 Shade is provided by awnings surrounding the outer area of the playground. The toddler option playground has a permanent awning and provide full shade. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. There is a climbing structure on the playground for children which is properly anchored. The preschool classroom has adequate cushioning in fall zones of climber provided by artificial grass. However, the toddler playground has rubber mats around the play structure that is not secured to the ground and a potential tripping hazard. This playground will not be used until there is adequate cushioning installed and approved by the Department. The applicant will be submitting a waiver to share the playground with preschool and toddler option. Drinking water is available via water jugs and disposable cups. LPA observed all hazardous items on the playground to be inaccessible to children. Administrator and Director were reminded that any changes to the facility must be reported to and approved by Community Care Licensing. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). The following corrections are needed prior to the issuance of the license: Waiver request to share the playground with the preschool and toddler option. A plan to repair the toddler playground cushioning and to prevent children from using the play structure. Administrator, Ashely Neitzke and Director, Melinda Marchese understands that all proof of corrections must be provided to the Department within 30 days, or the application may be denied. Page 3 of 3 The director was informed that the “Notice of Site Visit” must be posted for 30 consecutive days. The “Notice of Site Visit” must be posted on or adjacent to the door. Failure to post will result in Civil Penalties of $100.00. Exit interview conducted and report was reviewed with the Ashely Neitzke and Melinda Marchese.
