What the inspector wrote

Page 2 On 9/27/21, LPA conducted an interview with the director. LPA discussed the allegation with director. The director stated the school conducts daily health checks in the mornings. The director stated that when a child starts to show symptoms, staff conduct an assessment to determine if a child is showing signs of COVID-19 or any other illness, staff then inform the office of their assessment. The office then notifies the parents based on the symptoms and assessment; the parent will be called to pick up child if needed. If there were any related COVID-19 symptoms, parents will be notified to pick up their child immediately, the school then follows the COVID policy in place to quarantine. The child must provide the school a negative test result prior to returning to school. Director stated a written policy is in place regarding illness and COVID-19 policy procedure, LPA was able to verify the policy, by obtaining a copy of the policy that was sent to parents and staff. The policy references the guidelines from CDSS and the Orange County Public Health Department. Director stated that the policy was email and provided to parents and staff. The director states that she continuous to communication with parents and staff, regarding COVID-19. The director stated that at the end of July and beginning of August, there was a few cases of Respiratory Syncytial Virus (RSV), the school communicated this with all parents on July 21, 2021 that any child with RSV, must have a doctor note to return to school. On 09/27/21 LPA interviewed 9 staff, all staff stated they conduct daily wellness checks in the mornings for staff and children. All staff indicated there is a COVID- 19 policy in place, that they are following. The staff all indicated that they and the families have received the facility\342\200\231s COVID-19 policy procure. There was no disclosure made from any of the 9 staff interviewed regarding COVID exposure of staff or children present at school when ill. On 9/27/21, 10/15/21 and 10/20/21, LPA called and left messages for 11 parents of which LPA was only able to interview 7. The 7 parents interviewed were aware with the COVID-19 policy in place, none had concerns. There was no disclosure of COVID-19 exposure of children or staff present at school. Infant children were not interviewed as they were non verbal. Page 3 During the inspection on 9/27/21 and 10/22/21, LPA observed children and staff were all wearing face covering and following COVID 19 guidelines. LPA also observed during the month of July and August, there was no reported cases of COVID-19 at the faciliity. Director indicated during today\342\200\231s visit; the facility continues to follow the current Child Care Industry Guideline in place. This agency has investigated the complaint alleging staff not following mandated Covid-19 protocols. Although the allegation may have happened or is valid, there is not enough preponderance of evidence to prove the alleged violation did or did not occur, therefore the allegation is unsubstantiated. Exit interview was conducted. Notice of Site Visit was posted during the visit. Director was informed that the notice of site visit must be posted for 30 consecutive days. Failure to post will result in civil penalties of $100. Director was provided a copy of their appeal rights (LIC 9058 01/16) and their signature on this form acknowledges receipt of these rights. First level appeals should be sent to the regional manager to the address listed above.
