What the inspector wrote

Licensing Program Analyst (LPA) Patricia Duron conducted an unannounced case management visit for the purpose to discuss the lead sampling testing conducted on 12/20/23. LPA met with Director, Charity Smith and toured the facility. Census was taken and the overall census was 9 infant children and 3 staff. LPA provided a copy of the Lead Sampling testing conducted on 12/30/23. Director was informed to post the Lead Sample Report visible to parents/authorized representatives. A review of the Facility Personnel Report Summary on this date indicates all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions. Director stated the outlets with high levels of Lead is not used for drinking or cooking. Director stated outlets have any been flushed and re-tested. Director stated outlet C is a faucet located in the staff kitchen. Outlet C tested on 12/20/23 with a result of 8.100 (parts per billion) Director stated outlet C was not in use when they were informed the lead testing results had an exceedance of lead. Director stated outlet C had a Do Not Use sign was posted along with tape crossing over the sink. Outlet C was flushed for approximately 3 weeks, beginning on 2/29/24 to 3/22/24 while staff flushed outlet for 30 seconds 4 times a day. Source of drinking water was used from outlets that did not have a lead exceedance, as well as parents/authorized representatives provided individual water bottles for child, with water provided for the day. Staff re-fill individual water bottles and cups with pitchers of water, filled with outlets that did not have a lead exceedance. Outlet C was replaced by a new fixture and has been re-tested and fixtures do not have any new exceedances. LPA reviewed documents received from Enthanply Analytical Cal rural water stating Stepping Stones Learning Center and Infant Care results show that their new fixtures do not have any new exceedances. Based on LPAs record reviews of the lead sample results the following violation was observed and is being cited in accordance with California Code of Regulations Title 22, Division 12, Chapter 3, Section 101700.3 California Lead Action Level at Child Care Centers is being cited on the attached LIC 809D. Exit interview conducted and report was reviewed with the Director. A notice of site visit was given and must remain posted for 30 days. Appeal Rights were explained. The Licensee was provided a copy of appeal rights (LIC 9058 01/16) and their signature on this form acknowledges receipt of these rights. All appeals must be in writing and received by the Regional Office within 15 business days. First level appeals should be sent to the regional manager to the address listed above. Page 2 of 2.
