What the inspector wrote

Page 2 On 11/17/2025, the Orange County Regional Child Care Licensing Office received a complaint with two allegations listed above: (1) Staff does not ensure facility has an adequate food supply and (2) Staff does not provide day care children portion requirements for meals. Regarding allegation (1) Staff does not ensure facility has an adequate food supply. During the investigation, LPA interviewed ten (10) staff members, five (5) children, and three (3) parents. LPA also obtained a copy of the Children’s Roster and documents pertinent to the investigation. During the visits on 11/20/25 and 12/2/2025, LPA observed the facility’s kitchen where the food supply is located. LPA observe facility has adequate food in storage, especially regarding milk. During interviews, LPA interviewed ten (10) staff members, nine (9) out of ten (10) staff members stated the facility has not run out of milk. LPA interviewed five (5) children, three (3) out of five (5) interviewed children stated facility provided milk for the children and they can ask for more if needed. LPA contacted seven (7) parents, only three (3) parents responded. All interviewed parents stated they did not have any concern related to the allegation. Regarding allegation (2) Staff does not provide day care children portion requirements for meals. During the investigation, LPA interviewed ten (10) staff members, five (5) children, and three (3) parents. Ten (10) out of ten (10) staff members stated that the facility does make sure every child gets the required amount of milk serving daily. Four (4) out of five (5) children stated that the facility gives a lot of milk. One of the children stated that they don’t drink milk. LPA contacted seven (7) parents, only three (3) parents responded. All interviewed parents stated they did not have any concern related to the allegation. Based on the information gathered from LPAs’ interviews, observations, records, the preponderance of the evidence has not been met. Although the allegations may have happened or are valid, there is not a preponderance of evidence to prove the alleged violations of (1) Staff does not ensure facility has an adequate food supply and (2) Staff does not provide day care children portion requirements for meals, therefore, the allegations are UNSUBSTANTIATED. A notice of site visit was given and must remain posted for 30 days. Appeal rights were given. Exit interview conducted and report was reviewed with the Assistant Director, Shipra Shrivastava.
