On 12/09/2022, Licensing Program Analyst (LPA) Romy Castanon made an unannounced Case Management visit to the facility. LPA met with Director Peggy Metz and census was taken in two rooms. Observed at the time of the visit was a total of 21 children and 4 staff members. A review of the Facility Personnel Report Summary on 12/09/2022, indicates all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions. During visit on 09/30/2022 and 12/09/2022, LPA observed a sign outside the school entrance/dismissal gate. The sign stated there are no visitors allowed. This sign was produced during the Coronavirus pandemic. The facility has not removed the sign and continues to limit the parent's freedom to enter the facility. LPA observed the sign in/out table for parents a couple of feet from the entrance. Parents are told to wait near the table upon pick up and drop off as the facility staff escort children to and from their classroom. LPA observed the pickup procedure for two families and parents waited in the breezeway of the classrooms near the sign in table. Parents were informed by staff that they would bring the child to them. LPA also received a forwarded "Back to School" email from Director Shagha Ghonouie that was sent to all parents on 08/28/2022. The email states: "Drop off will be held at the main gate, outside the multi-purpose room door. Only students will be allowed onto the campus. The office will be accessible and available to parents for questions, billing, etc. Pick up will be at the side gate in front of the elementary wing (JH students in front of the multi-purpose room), and each class will line in front of their classroom, and as the parents wait outside that gated area, the children may walk the sidewalk out to them." Based on LPA's observations, sign posted at gate entrance, email sent to parents on 08/28/2022 and interview with staff, California Code of Regulations 101218.1(b)(1) is being cited on the attached LIC 809D .
