What the inspector wrote

On 02/25/2026, Licensing Program Analysts (LPAs) C. Sun and K. Navar conducted an onsite inspection for the purpose of an increase capacity from 48 preschool age children to 64 preschool children. Fire clearance approval has been received in our office on 02/04/2026. LPAs and Facility Representatives Johanna Perez and Lizet Quiroz toured the facility inside and outside and the floor and yard plan were verified. Census was taken and there were 39 preschool children and 6 staff present. During the inspection it was determined the facility is operating within its licensed capacity and within compliance of staffing ratios.Facility hours are 7:15 am-5:30 PM, Monday through Friday. All facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions. LPA provided Guardian Information and website info: https://www.cdss.ca.gov/inforesources/cdss-programs/community-care-licensing/caregiver-background-check/guardian Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Page 1 of 4 Currently facility is licensed for 48 children in classroom #1 and #2. Facility representatives are looking to increase capacity from 48 preschool age children to 64 preschool age children by adding classroom #3. LPAs continued to tour the facility with representatives and measured new additional indoor and outdoor activity space for room #3 and total indoor activity space measured 596.30 square feet which is sufficient to accommodate the requested capacity of 64 preschool age children. LPAs observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, bookshelves, and other activity supplies for children. Facility representatives stated they are still determining if classroom will serve part day or full day program. Food will be provided by facility. Water is offered in the classroom by a water jug. Children will nap on cots, bedding will be provided and washed by facility. There are no bodies of water or weapons on the property. LPA observed bathrooms to have a total of 9 sinks, 7 toilets. There are sufficient toilets and sinks to accommodate the requested capacity of 64 preschool age children. The facility currently has a fully fenced playground area. Fencing is at least four feet high. The outside activity area was measured and the findings are as follows: Total outdoor activity area: 36.18.84 divided by 75 sq ft = 48 which is not sufficient to accommodate the requested capacity 64. There is outdoor age- appropriate toys and play equipment available on the playground. There is adequate cushioning in fall zones by rubber material. Drinking water is available via water fountains. LPA observed all hazardous items on the playground to be inaccessible to children. Facility representative was reminded that any changes to the facility must be reported to and approved by Community Care Licensing. The facility has conducted an emergency drill within the past six months; last drill documented was Fire/Drill on 1/22/2026. The facility has a working carbon monoxide detector and fire extinguisher. Facility met all posting requirements. Page 2 of 4 Facility representatives stated they do not take infants. LPA discussed the safe sleep regulations with facility representative and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed facility representative of the importance of checking for and removing any recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. This facility provides Incidental Medical Services – IMS. LPA reviewed storage of “medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. The director was informed, and website given, about the California Child Care Disaster Plan has been posted to the UCSF California Childcare Health Program website: cchp.ucsf.edu/content/disaster-preparedness The facility representatives were informed that Licensing Quarterly Updates are available at www.ccld.ca.gov director may request to be added to an email list to receive a Quarterly Update by contacting the Child Care Advocate at childcareadvocatesprogram@dss.ca.gov or at www.ccld.ca.gov . Also provided was information about the E-Learning Modules available at https://ccld.childcarevideos.org Page 3 of 4 In the areas that were evaluated, no deficiencies were observed in the California Code of Regulations, Title 22, Division 12 at the time of the visit. The following items must be corrected 30 days from today’s inspection: 1. Outdoor activity space only measured for 48 children. 2. Fire Safety Inspection Request states 24 additional children between 2-6 years old. Exit interview conducted and report was reviewed with the facility representative Lizet Quiroz. A notice of site visit was given to facility representative and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days. Page 4 of 4
