What the inspector wrote

On 10/6/2025, at 1:00pm, Licensing Program Analysts (LPAs), Vivian Trinh, and (LPA) Jesscia Carreiro, conducted an unannounced Case Management for the purpose of inspecting the facility\342\200\231s physical plant due to the facility applying on 8/24/25 requesting to serve 40 preschool children (2-5 years old) in classroom #1 and classroom #3, 6 toddlers (18 months to 30 months) in classrooms #2, and 14 school-age children (TK through 14 years old) in room #4. Upon arrival, LPAs met with Assistant Director Rhee, Sonia. The overall census observed was 2 preschool staff members and 16 preschool children. 1 toddler staff member and 4 toddlers children, zero (0) school staff members and Zero (0) School age children were napping. Facility hours are 7:30 AM TO 6:00 PM, Monday through Friday. A review of the Facility Personnel Report Summary on this date 10/6/2025. The Assistant Director Rhee, Sonia understands that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption or transfer their existing clearance or exemption prior to the initial presence in a licensed childcare facility. Violation of this requirement will result in a citation of a deficiency and civil penalties of one hundred dollars ($100) per violation per day for a maximum of five (5) days. Subsequent violations within a twelve (12) month period will result in a civil penalty of one hundred dollars ($100) per violation per day for a maximum of thirty (30) days in accordance with Section 1596.871 of the Health and Safety Code. Continued Page 2. Page 2. INDOOR INSPECTION : The LPA inspected the indoor areas. This facility is in Building B. Total indoor activity space measured was 1,192.921 square feet, in rooms #1 and # 3, which is sufficient to accommodate the capacity of 34 preschool children. The total indoor activity space measured was 201.6 square feet, located in room #2, which is sufficient to accommodate the capacity of six (6) toddlers. Total indoor activity space measured was 314.72 square feet, in room #4, which is sufficient to accommodate the capacity of nine (9) for TK, though 14-year-old children. The facility was equipped with working carbon monoxide and smoke detectors, working telephone service, and at least one fire extinguisher that meets statutory and State Fire Marshall standards. The director stated that there are no firearms and/or other dangerous weapons in the facility; none were observed during the inspection. Detergents, cleaning compounds, medicines, and other items that could pose a danger if readily available were inaccessible to children in care . No poisons or other items that could pose a danger to children were observed during the inspection. The facility provides age-appropriate toys, play equipment, and materials for the children served. All required licensing documents were posted at the front entrance. Children will be signed in and out in the care app tool. Children who are late will be manually signed in at the front of the school entrance. Fire clearance was granted for 40 preschool children, six (6) toddler children, and 14 school-age children in rooms 1, 2, 3, and 4. There is drinking water available to children indoors in sports bottles with children\342\200\231s names or water pitchers with plastic cups. There are no bodies of water present at the facility. Assistant Director Rhee, Sonia was reminded that any changes to the facility must be reported to and approved by Community Care Licensing. LPAs observed a total of four (4) sinks and four (4) toilets , available for children\342\200\231s use inside the classrooms. The staff bathroom is available in the office area. The isolation area for children is located in the director office, equipped with a cot. ON-SITE FOOD PREPARATION : The center will provide breakfast, lunch, and afternoon snacks for children. At the time of inspection, food prep areas were clean and sanitary, and food was properly stored. Drinking water is available to children in care. Drinking water is available to children indoors, and children bring their own water bottles from home with their child\342\200\231s name on it, and each classroom has a water dispenser with disposable cups. The LPA observed that the facility\342\200\231s floors, equipment, furniture, and children\342\200\231s bathrooms were clean, in good repair, and free of sharp edges. The facility meets all posting requirements. Continued page 3. Page 3. OUTDOOR INSPECTION : Total outdoor playground activity space measured was 1,456.18 square feet, with 19 toddler children, preschool children, and school-age children to use the front yard on a rotation schedule waiver. The facility playground is all fenced at least 4 feet high. Shade is provided. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. There is enough cushioning on the playground. LPAs observed three (3) slides on the playground. (Built in commercial foam). Drinking water is available to children in care, by children bringing their water bottles from home with their name on them, and water dispensers with disposable cups. LEAD TESTING: Drinking water is available via children's own water bottles which can be refilled in the refillable station. For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, medications will be kept in nurse\342\200\231s office in a locked container (if needed also a refrigerator) Life saving medications will be kept locked in the classrooms. Continued Page 4. Page 4. In the areas that were evaluated, no deficiencies were observed of the California Code of Regulations, Title 22, Division 12 at this inspection date. Fire clearance has been granted for the requested capacity on 9/15/2025. The facility has requested six (6) toddler children in room #2, 40 preschool children in rooms #1 and #3, and 14 school-age children from TK through 14 years old in room #4. However, based on today's measurement of indoor, and the number of sinks and toilets, the facility meets the requirements for the requested capacity six (6) of toddlers\342\200\231 children, 34 of preschool children, and nine (9) of school-age children from TK \342\200\223 14 years old. An updated license for toddlers, preschool, and school-age children will be approved after final review by the management. A notice of the site visit was given to Assistant Director Rhee, Sonia and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days. The exit interview was conducted with Assistant Director Rhee, Sonia. End of report.
