On 07/20/2023 Licensing Progr am Analyst (LPA), A. Bootorabi conducted an on site visit for the purpose of a 1 year required inspection. LPA and director Monica Lunn tour ed the facility inside and outside and the floor and yard plan (LIC 999) were verified. Upon arrival, an Entrance Checklist (LIC 125) was provided to the director. A consultation on LIC 999 was provided during the inspection as the center made changes to the play yard and no LIC 999 was filed with CCLD. Census was taken upon entry of each classroom: Pre-K1: 22 Children & 2 Lead Teachers - Pre-k 2: 23 Students & 3 Teachers - Jr Pre-K 22 Children - 2 teachers - Two's : 24 Children & 2 Lead Teachers Documents reviewed and to be posted in a prominent, publicly accessible area at the facility: Facility License, Waivers (if applicable), Menus, LIC 613A Personal Rights, PUB 269, PUB 393 Notification of Parent Rights, and LIC 610 Emergency Disaster Plan. Documents were posted by the entrance hallway and visible to the public. A consultation was provided on posting requirements. Preschool Classrooms 4 of 4 were toured with the director. Classrooms 4 of 4 were inspected and the activity space, and items that could pose a danger to children (detergents, cleaning compounds, and medications) were observed to be stored under sink areas with no locks. The LPA provided a consultation during today's inspection to ensure the safety of children in care. NAPPING EQUIPMENT: Cots used for napping were observed to be maintained in a safe condition. The facility was reminded that napping equipment shall be arranged so that each child has access to a walkway without having to walk on or over the cots or mats of other children. Bedding shall not be shared by different children without first laundering the bedding. Bedding shall be individually stored so that each child's bedding is identifiable and no child's used bedding comes into contact with other bedding. Drinking water was observed and readily available to children in both indoor and outdoor activity areas. The facility provides meals and was reminded that in childcare centers providing meals to children, the following shall apply: (1) All food shall be safe and of the quality and quantity necessary to meet the needs of the children. Each meal shall include, at a minimum, the number of food components. Meals should include requirements for meals, for the age group served. All food shall be selected, stored, prepared, and served in a safe and healthful manner . A functioning carbon monoxide detector and smoke alarm were tested by the director during today\342\200\231s visit and was observed to be functioning. A fire extinguisher was observed in the in the staff room and was last serviced in Feb 2023 A review of the Facility Personnel Report Summary on this date indicates all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions. The director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to the initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Children and Car Safety: Leaving infants or children unattended in a parked car can have disastrous consequences, as the temperature inside a vehicle can rise quickly, even with a cracked window. Before leaving a vehicle, it is crucial to double-check that everyone has exited and to check the backseat for any children who may have fallen asleep. To avoid forgetting a child in the car, caregivers can place a stuffed animal in the front seat as a reminder and best practice suggestion. Providers are reminded that you are responsible for the care and supervision of children during transportation regardless of the vehicle type (car or van). It is recommended that providers create, educate, and enforce policies and practices to ensure the safe transportation of children in care. Heat Precautions in Child Care: Health and age play a significant role in how people react to extreme heat. Individuals at most significant risk for heat-related illness include infants and children up to four (4) years of age. By knowing how to prepare for a heat wave, and what to do when one occurs, you can avoid the biggest health dangers, such as heat exhaustion and heat stroke. Before sending children out to play, adequate supervision is required and staff need to know how to protect them against heat-related illness. Providers mustmeet the requirements of the applicable HSC, Child Day Care Act, Sections 1596.70 et seq ., and California Code of Regulations, Title 22, Division 12 . The facility met the California Code of Regulations, Title 22 Division 12 during today\342\200\231s visit and no citations were provided.
