What the inspector wrote

Licensing Program Analyst (LPA) P Rivas conducted an announced case management visit for a request to increase capacity from 99 to 108 preschoolers ages 2 to 6 yrs old. The toddler component (room 7) ages 18 to 36 months will remain at 10. Monday to Friday 6:30am to 6:00pm in rooms 1,2,3,5,6 and 10 by fire department room 7 NO rooms are added but based on CCL visit of 01/22/2020 Rooms were measured and added to pre school license but no increase in capacity was given. Based on 01/22/2020 visit room #1 measured at 280 square feet, On 01/09/20 Room #10 was measured at 319 square feet. On visit of 01/22/20 it was stated that "Therefore room # 1 will be added to preschool license as well. The total capacity will remain at 99 preschool children ages 2 to 6 years old including 12 toddlers ages 18 months to 36 months old in room # 7. Based on the measurement of the preschool rooms on 3/13/2012 the preschool classrooms are approximately 3469 square feet which is enough for 99 children. " For a total square footage of 4068 which is insufficient for the requested capacity of 108 pre school children. Ms. Afaz will reduce pre school request to 106 and toddler option will remain at 10. Total sinks for pre school was viewed at 8 sinks and 8 toilets . In addition one sink and one toilet for the toddler component is available. In addition LPA viewed two staff bathrooms with one sink and one toilet in each room for a total of 2 sinks and 2 toilets for staff use. Appropriate ratios and supervision were observed. All indoor and outdoor activity space utilized for the children was inspected today. LPA informed Afaz that staff are page 2 required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. Also, insured that all exits are secured. LPA continued to tour the facility and measured new additional indoor and outdoor activity space. Total indoor activity space measured 4068 square fee t, which is insufficient to accommodate the requested capacity of 108 preschool and 10 toddler option Children. LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots/mats, bookshelves, and other activity supplies for the children. Drinking water is available in the classrooms via child's own water bottles and refilled with the water from reverse osmosis filter system. LPA observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. Fire clearance was granted on 02/28/24 LPA observed a total of 8 sinks and 8 toilets available for children’s use. These are sufficient to accommodate the requested capacity of 108 pre school children and 10 toddler option children. Licensee reports they have an Incidental Medical Plan in place. LPA discussed the safe sleep regulations with [applicant, licensee, or facility representative] and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep , as an additional resource. LPA also informed Ms. Afaz] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) page 3 website at: https://www.cpsc.gov/ , and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.” The facility currently has a fully fenced playground area. Fencing, brick, chain link and picket fence is at least four feet high. The total square footage for all the outdoor activity space is 7950 s quare feet which included the addition of 300 square feet as a storage space was revamped. During visit Ms. Afaz changed request to 106 preschool children which makes the outside square footage of 7950 square feet sufficient for 106 preschool children. Ms. Afaz provided an updated lic 200a for a capacity of 106 preschool children. The toddler option children have a current waiver to share the playground with the infants. Shade is provided via umbrellas There are sufficient outdoor age-appropriate toys and play equipment available on the playground. There is a climbing structure on the playground for children which is properly anchored. There is adequate cushioning in fall zones of climber provided by pour in place rubber . Drinking water is available via child's water bottle and reverse osmosis filtering system. LPA observed all hazardous items on the playground to be inaccessible to children. Ms. Afaz was reminded that any changes to the facility must be reported to and approved by Community Care Licensing. For child care center licenses issued after July 1, 2022, the licensee shall test their page 4 water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). Ms. Afaz was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms. To receive important licensed related information to licensed facilities, visit the CCLD Important Information website at https://www.cdss.ca.gov/inforesources/community-care-licensing/subscribe and select the Child Care option to receive email communication.” The following corrections are needed prior to the issuance of the license: 1. approved fire clearance for new requested capacity of 154 (includes 38 infants, 10 toddler option and 106 preschoolers.) page 5 Applicant/Licensee Representative Ms. Afaz understands that all proof of corrections must be provided to the Department within 30 days, or the application may be denied. Exit interview conducted and report was reviewed with the Licensee, Ms. Afaz. A notice of site visit was given to Licensee Ms. Afaz and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days.
