What the inspector wrote

(Page 2) During the investigation, LPA Garcia interviewed 4 staff, 5 parents, and obtained the children\342\200\231s roster, activity schedule, and the infant needs and services plan. During staff interviews conducted on 08/21/2024, LPA asked staff what is a safe sleeping environment for an infant? Staff 1 (S1) stated, \342\200\234A well fitted crib sheet on a mattress, in a crib..." No blankets if they are under a year. No toys and no bottles.\342\200\235 Staff 2 (S2) stated, \342\200\234So, they each have their own, their bed sheet, we change bed sheet every day. Each have their own crib, not all of them sleep at the same time, we will switch beds to one that is available so everyone will have their own bed.\342\200\235 Staff 3 (S3) stated, \342\200\234We put them on their back and sometimes they know how to roll. Some that are under 10 months old we move them back; if they have a pacifier, we make sure it is not in their mouth..." After that it is observing them for 15 minutes.\342\200\235 Staff 4 (S4) stated, \342\200\234Nothing in the crib, nothing attached to pacifiers, crib free from pacifiers, under direct supervision, and needs accommodated.\342\200\235 LPA asked staff what happens when an infant is restless? S1 stated, \342\200\234We will try to pat them or rock them if they like to be rocked. Sometimes we will sway the crib to give soothing motion... If they are restless and not sleeping and we have exhausted all of our options to get them to sleep, we take them out and allow them to go back and play. We try again at a later point.\342\200\235 S2 stated, "We at least have them in the cribs for 30 minutes. As long as they don\342\200\231t fall asleep, we will give them that 30 minutes. We try our best to soothe them. With the sound machine and rain music that helps them a lot to soothe.\342\200\235 S3 stated, \342\200\234So that is when we attempt to soothe them to go to sleep. Sometimes their feeding and napping schedule is close. We let them sleep for 20 minutes and if they are restless, we give them a snack or bottle. After that we try napping again.\342\200\235 On 08/21/24, LPA Sarah Garcia observed nap time between 1:30pm-2:15pm. LPA gathered observations and evidence regarding the infant's sleeping environment. LPA observed a speaker playing rain sounds and a white noise machine. LPA observed S1 supervising 3 sleeping infants and conducting the 15 minute sleep checks. Continued on Page 3 Page 3 LPA reviewed the facility's infant needs and services plan and observed the following: the amount and length of each nap, if an infant requires sleep with an transitional object such as a pacifier, if the infant has the ability to roll over, record of the individual sleeping plan (LIC 9227), and details on how the infant sleeps. During the investigation, LPA Garcia contacted 5 parents. LPA conducted an interview with 3 out of 5 parents who made no disclosures about the allegations. 3 out of 5 parents stated they were satisfied with the care and supervision being provided to their children. LPA made multiple attempts to contact 2 out of 5 parents but was unable to interview them. Based on LPAs interviews, observation, and record review, it has been determined there is insufficient evidence that (1) Staff are not providing comfortable environment for day care children. Although the allegations may have happened or are valid, there is not a preponderance of evidence to prove the alleged violations did or did not occur, therefore the allegations are Unsubstantiated. Exit interview conducted and report was reviewed with the Director, Michelle Mote. A notice of site visit was given and must remain posted for 30 days. Appeal Rights were explained. The Director was provided a copy of appeal rights (LIC 9058 01/16) and their signature on this form acknowledges receipt of these rights. All appeals must be in writing and received by the Regional Office within 15 business days. First level appeals should be sent to the regional manager to the address listed above. End of Report
