The licensee failed to abide with this section of Title 22 Regulations. This is a potential risk to the health and safety of children in care.

    101223 Personal Rights(a) The licensee shall ensure that each child is accorded the following personal rights:(3) To be free from corporal or unusual punishment, infliction of pain, humiliation, intimidation...This requirement is not met as evidence by: Based on video footage, a child can be seen being patted on their back hard and loud. 4 staff members disclosed witnessing by sight or hearing loud hard back patting on children during nap time. lPA observed S2 patting a child roughly on their back. This action poses an immediate risk to the health and safety to the child in care.
