Inspector’s narrative

What the inspector wrote

During staff interviews, Staff 1 (S1) admitted to mocking the children but “no malicious intent.” During children interview, 2 children stated they have not witnessed staff mock other children. During parent interviews, 1 of 5 parents stated they are concerned about staff not properly supervising children resulting to children getting injured or hurt. Based on interviews conducted, the preponderance of evidence standard has been met, therefore the above allegation is found to be SUBSTANTIATED. A substantiated finding means that the complaint is substantiated, and the allegation is valid because the preponderance of the evidence standard has been met. See LIC9099D for a Type B deficiency cited in violation of the California Code of Regulations, Title 22, Division 12, Section 101223(a)(3) Personal Rights. Civil Penalty assessed for failure to correct a repeat violation from 10/10/24. Technical Support Program (TSP) was discussed with the director. An exit interview was conducted and report and deficiency discussed with Director Taryn Stephens. The Notice of Site Visit was posted during the visit. The director was informed that the Notice of Site Visit must be posted for 30 consecutive days. Appeal Rights were Provided. During staff interview, staff 1 (S1) stated, “there is bullying here and there” and any bullying is reported to the office. S1 stated they interfere and talk to the children about their actions. S1 stated they have witnessed children kicking and pushing each other and staff will separate the children right away. Staff 4 (S4) stated there is no bullying in the school. S4 stated they would talk to the children if children start fighting. During children’s interview, four (4) children stated they understood what a bully is, and it is someone who calls other children names, bosses’ children and is mean. Children interviewed stated it makes them sad to see their friend being bullied. Four children stated there is bullying in the classroom but did not witness hitting. Children stated the teachers talk to them and when other children are hitting or fighting, they are sent to the office and their parent’s will be called. During parent interviews, 1 of 5 parents stated they are concerned about staff not properly supervising children resulting to children getting injured or hurt. Based on the interviews conducted and record reviews, the preponderance of evidence standard has not been met. Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur, therefore the allegation is UNSUBSTANTIATED. An exit interview was conducted with Director Taryn Stephens. The Notice of Site Visit was posted during the visit. The director was informed that the Notice of Site Visit must be posted for 30 consecutive days. Appeal Rights Provided. Page 2 of 2
