What the inspector wrote

On 10/14/2025, Licensing Program Analyst (LPA), Deschampe conducted an on-site visit for the purpose of an Unannounced Annual Random inspection. LPA arrived at the Child Care Center (CCC) at 1:50 PM and was granted entry by the Office Manager, Trish. LPA met Teacher, Kayla Abbes in Room 4 at 1:55 PM. Facility representative (FR), Michelle O'Neill facilitated the inspection. LPA took the following census: Room 4 had 16 children with 3 staff. Facility hours are 8:00 AM - 4:00 PM, Monday through Friday. A review of the Facility Personnel Report Summary on this date, 10/14/2025 indicates facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions. FR was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code (HSC) section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a CCC. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. Due to time constraints only the review of staff and children's files was completed. No deficiencies cited during this visit. Exit interview conducted and report was reviewed with the facility representative, Michelle O'Neill. Appeal Rights were discussed and given to the facility representative and their signature on this form acknowledges receipt of these rights. All appeals must be in writing and received by the Regional Office within 15 business days. A notice of site visit was given and must remain posted for 30 consecutive days. The \342\200\234Notice of Site Visit\342\200\235 must be posted on, or immediately adjacent to, the interior side of the main door to the facility. Failure to post will result in Civil Penalties of $100.00.
