What the inspector wrote

On 01/26/2026, Licensing Program Analyst (LPA) Deschampe conducted an unannounced Plan of Correction (POC) inspection to follow up on the Type B deficiency issued on 11/13/2025. At 9:08 AM, LPA arrived at the facility and was allowed entry to the facility at 9:16 AM. LPA was met by the teacher, Kayla Abbes and Facility Representative/Early Learning Coordinator (FR), Michelle O'Neill and explained the purpose of the visit. Total census was 15 children with 3 staff. A review of the Facility Personnel Report Summary on this date, 01/26/2026 indicates all facility staff and other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions. California Code of Regulations (CCR) 101161 (a) A licensee shall not operate a child care center beyond the conditions and limitations specified on the license, including the capacity limitation. This requirement was not met as evidenced by: Licensee did not comply with the section cited in 3 out of 18 children. LIC200A Application for a Child Care Center License has been received by the Orange County Regional Office (OCRO). Based on LPA's observations, interviews, and record review during this visit, the violation which was cited on 11/13/2025, is cleared. The exit interview was conducted and report was reviewed with the facility representative (FR), Michelle O'Neill. The notice of site visit was given and posted during the inspection. FR was reminded that the notice of site visit must be posted for 30 consecutive days. Appeal rights were discussed and provided to the FR and their signature on this form acknowledges receipt of these rights. Licensee must file an appeal, in writing, to the Regional Manager within 15 business days from the date of receiving the penalty assessment or notice of deficiency. First level appeals should be sent to the Regional Manager at the address listed above. End of Report.
