What the inspector wrote

A case management inspection was conducted on this date by Licensing Program Analyst (LPA) Stacy Torrence. Licensee submitted an application requesting a decrease in the preschool program capacity. The purpose for today\342\200\231s inspection was to evaluate the facility for decrease in capacity. Facility is currently licensed for a total capacity of 140, which include 116 preschool children and 24 toddler option children. Per Samantha Madrigal, School Administrator, the toddler option program was removed from the license in 2020. Preschool children are in the following rooms: Eagles, Pioneers, Rockets, and Explorers. Facility is requesting to decrease the preschool program capacity to 80 children. LPA met with Director Kristi Bernhardt and School Administrator Samantha Madrigal and toured the facility. During today\342\200\231s inspection, there were 24 preschool children and 7 staff supervising. A review of staff records on this date indicates that all facility staff or other individuals who required caregiver background checks have received criminal record and child abuse index clearances or exemptions. The Director\342\200\231s office will serve as the isolation area for ill children temporarily until parents arrives. The staff bathroom conveniently located near the main entrance of the center will be used as the isolation bathroom. Medication will be stored in each classroom and in the front lobby, in a locked box, ensuring it is inaccessible to children in care. First Aid kit is in each classroom, in a backpack, out of reach of children. Sign in / sign out record meets regulation requirements. The facility provides AM and PM snacks. Evaluator reviewed Title 22 Sections 101227 and 101327 with applicant and that the licensee is ultimately responsible to provide adequate, nourishing food. Classrooms are adequately equipped with age and size appropriate furniture and equipment. Drinking water in the indoor/outdoor activity space will be supplied by water fountains or children bring water bottles from home. Inside Activity Space measurements are as follows: Total indoor activity area: Eagles: 41.06 x 25.08 = 1,029.78 sqft. Pioneers: 35.02 x 24.10 = 843.98 sqft. Rockets 39.07 x 14.11 = 551.27 sqft. Explorers: 31.07 x 24.09 = 748.47 sqft. Total= 3,173.5 sqft. divided by 35 = 91 children Total children toilets and sinks: toilets 14 x 5 = 210 children sinks 20 x 5= 100 children Total outdoor activity area: 12951 sqft. divided by 75 = 173 children Playground is completely enclosed by a fence. Outdoor activity area is supplied with age and size appropriate equipment including a climbing apparatus, a slide, and basketball area. An adequate amount of cushioning material (rubber foam) is in place under the equipment. Shade is provided by mature trees, canopies, and large umbrellas. Based on today's inspection, facility has enough space for the requested decrease capacity of 80 preschoolers (ages 2-7 years old). Monday to Friday 6:30 a.m. to 6:00 p.m. Director Kristi Bernhardt required CPR/1 st Aid training expires on 03/2022. Facility provides Incidental Medical services. In the areas evaluated, no deficiency was observed and cited today per CA Code of Regulations, Title 22, and Division 12. Facility meets all licensing requirements and file will be submitted for approval. Exit interview was conducted. A copy of this report and appeal rights were discussed and provided to the director. The Notice of Site Visit was posted. The director was informed that the Notice of Site Visit must be posted for 30 consecutive days. Failure to post will result in civil penalties of $100.
