What the inspector wrote

During the investigation LPA Odom interviewed complaining party, 4 staff members, and 9 parents. LPA reviewed the Children’s Roster and personnel records. Children were not interviewed due to the incident being over a year old and the children were 2 years old during the incident. During an interview on 5/12/2021, the Director (S1) stated staff are trained on supervision and personal rights when first hired. During orientation new staff will watch CCLD childcare videos. S1 stated, the Threes classroom staff potty train the children and the Twos classroom wears pull-ups. During transition staff will take children to the restroom and sit right outside the doorway of the restroom and watch the children. S1 stated, when a child has an accident Staff will change the pull-up or underwear immediately, staff check every hour for accidents. S1 stated, Staff have never handled a child in a rough manner. LPA Odom interviewed three staff members on 5/12/21. Staff #2 (S2) stated, staff recently had training on supervision and personal rights, they watched the CCLD childcare videos from website. S2 stated, restroom procedure staff will take child to the restroom and sit on chair located outside the doorway of the restroom to supervise child. Staff will constantly ask children if they need to use the restroom when they are potty training. S2 stated, when a child has an accident staff will take child into the restroom to change staff will assist child. Staff #3 (S3) stated, recently the facility provided training on everything like potty training, and ratio. In the Twos classroom we begin to introduce them to potty training, most of the children are not ready they still wear pull-ups. S3 stated, staff check every 2 hours for wet or poop diapers and if a child has an accident, they will have their clothes ready to change help them change in the restroom away from the camera. Staff #4 (S4) stated, in classroom supervision never have back toward the children and when they need to use the restroom they help them with their pull-ups. Diapers are checked every 2 hours and help them change their pull-ups or underwear if they have accidents. All three staff have never witnessed a staff handle a child in a rough manner. LPA Odom interviewed nine parents on 6/11/21, and 6/14/21. All parents interviewed stated the children are always supervised by staff. Seven out of nine parents are satisfied with the childcare. Six out nine parents do not have any concerns of the childcare center. Parent #1 (P1) stated, in the hallway overheard staff speak loud to a child notified S1. Parent #5 (P5) stated, childcare center seems understaffed, staff is unhappy, staff are shuffled with no consistency. Parent #9 (P9) stated, staff are vocal of being unhappy and staff turn around is high. Based on LPA Odom’s facility inspection, observations, interviews conducted with complainant party, director, 3 staff, and records reviewed it was determined there was insufficient evidence that Staff handled day-care child in a rough manner, Staff left day-care child unattended, and Day-care child was left in soiled clothing. Although the allegations may have happened or are valid, there is not a preponderance of evidence to prove the alleged violations did or did not occur, therefore the allegations are Unsubstantiated. Exit interview was conducted with Assistant Director, Amber Prinzi. Notice of Site Visit was posted during the visit. Director was informed that the notice of site visit must be posted for 30 consecutive days. Failure to post will result in civil penalties of $100. Director was provided a copy of their appeal rights (LIC 9058 01/16) and their signature on this form acknowledges receipt of these rights. First level appeals should be sent to the regional manager to the address listed above.
