What the inspector wrote

(page two) During Staff Interviews, four (4) out of four (4) staff interviewed stated that children were allowed to return to school with active lice. When asked if the facility took all the steps necessary to prevent the spread of lice staff two (S2) stated that the staff were trying to stop the spread by sending sheets home and cleaning classroom materials, but the staff were not allowed to fully prevent the spread of lice. The Director stated that children were initially being sent home but were later directed to not send children home with active lice. The facility was not able to ensure the lice did not spread. During record review, LPA collected and reviewed Unusual Incident report sent to the department. LPA reviewed the Kiddie Academy Huntington Beach Specific Symptoms and or Conditions Policy which states that the facility will ask parents to refrain children from attending school when a child exhibits a contagious, communicable disease, or highly infectious conditions. According to the UIR there have been seven (7) documented confirmed cases of preschool children that had lice which includes one (1) staff member. This is a violation of isolation for illness. This poses an immediate health, safety or personal rights risk to persons in care. One type A violation is being assessed refer to 809D for deficiencies. The Orange County Regional Child Care Licensing Office investigated the allegation (1) Staff do not take precautions to prevent the spread of lice. Based on information gathered from LPA’s interviews and record reviews, the preponderance of evidence standard has been met; therefore, the allegations are found to be SUBSTANTIATED. California Code of Regulations (CCR) Title 22, Division 12 Section 101226.2 Isolation for Illness. Exit interview conducted and report was reviewed with the Director, Loretta Munoz. A notice of site visit was given and must remain posted for 30 days. end of report.
