What the inspector wrote

Page 2 RP discovered C1\342\200\231s bullying had escalated physically and involved four other children. Child #2 (C2) and Child #3 (C3) attend Carousel afterschool, but Child #4 (C4) and Child #5 (C5) do not. During the visit on 03/23/2023, IB investigator interviewed Carousel Director and daycare program staff who have close interaction with all five children daily. Director stated RP initially contacted her in May 2022 alleging C1 was being bullied by C2 and C3. RP requested the children be separated inside their shared classroom. On 03/13/2023, RP communicated with Director stating the bullying was worse than they realized. The licensee of Carousel, Amanda Phillips responded and requested to meet with RP. RP stated due to safety concerns, C1 would no longer attend and did not feel the need to meet with staff. During IB investigator interviews with three staff members, 3 out of 3 staff members mentioned all children are constantly supervised while on the playground and in the classroom. 3 out of 3 staff members stated C1 did not ever report being bullied. 2 out of 3 staff members stated they have not observed any form of bullying among the children involved. IB investigator requested to meet with C1 but RP did not respond to request. Staff #1 (S1) informed investigator C1, C2, C3 and C4 were interviewed. 4 out of 4 children denied the allegations. S1 stated they reached out to RP to meet but RP declined to further discuss the allegations. On 04/03/23 RP forwarded the police report number to IB investigator. IB investigator requested report and received it the same day, 04/03/2023. IB investigator was informed the report was written as an informational report only. Based on LPA\342\200\231s interviews conducted and record review, the allegation alleging staff do not provide adequate supervision to the daycare children while in care may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation(s) did or did not occur, therefore the allegation is unsubstantiated. Exit interview was conducted with Director Tracie Troch. The Notice of Site Visit was posted. Facility representative was informed that the Notice of Site Visit must be posted for 30 consecutive days. Failure to post will result in civil penalty of $100. Director was provided a copy of their appeal rights (LIC 9058) and their signature on this form acknowledges receipt of these rights. End of Report
