What the inspector wrote

On 5/22/2026 Licensing Program Analyst (LPA) Carreiro, and Licensing Program Manager (LPM) Nick Tran conducted an unannounced case management inspection for the purpose of measuring the indoor and outdoor activities areas as requested by the facility to increase preschool license capacity from 52 to 65 preschool children ages 2 -5 years old. Currently, the Facility is licensed for 52 preschool children in rooms 401, 405, 406, and 506. There are 34 preschool children and 5 staff members. The licensee submitted application to request for an increase in capacity to 65 preschool children aged 2 to 5 years old in Rooms 401, 404, 405, 406, and Preschool Pier( located upstairs at the Bridge Church). Hours of operation will be Monday-Friday: 2 year old classroom from 8:00am-1:00pm, Preschool/Pre-K classrooms from 8:30am-5:00pm, and TK classroom from 8:15am-1:15pm. Facility has an approved waiver to share outdoor facility space for kindergarten children from the private elementary school on a rotating basis; and an approved waiver to allow preschool children to share the restroom facilities with the kindergarten children from private elementary school. All indoor and outdoor activity spaces for children were inspected and measured today. There are operational carbon monoxide detectors in each classroom. All required licensing documents were observed posted in the front entrance. INDOOR INSPECTION : Total indoor activity space measured was 2316.91 square foot, sufficient to accommodate the requested overall capacity of 65 children. LPA viewed age-appropriate furniture and equipment, including tables, chairs, cubbies, bookshelves, and other activity supplies for the children. LPA observed that all hazardous items were inaccessible to children. There are no bodies of water or weapons on the property. Fire clearance was granted on 5/13/2026 for 65 children aged 2 to 5 years old in rooms 401, 404, 405, 406, and Preschool Pier. Continued Page 2. Page 2. LPA observed a total of 8 sinks and 4 toilets available for children’s use. These are sufficient to accommodate the requested capacity of 65 children. The isolation area for children who are ill will be the health office and Director’s office. OUTDOOR INSPECTION: Main Playground: The playground is fully fenced. Metal fence is at least 4 feet high. The total square footage for all the outdoor activity spaces is 3015.17 square foot, which is sufficient to accommodate the requested capacity. Shade is provided via trees and building overhang. There are sufficient age-appropriate outdoor toys and play equipment available, but they were stored in a separate area. Drinking water is available via children’s own water bottles. LPA observed that all hazardous items on the playground were inaccessible to children. Preschool Pier Playground: The playground is fully fenced. Mesh/metal fence is at least 4 feet high. The total square footage for all the outdoor activity spaces is 1214.50 square foot, which is sufficient to accommodate the requested capacity. Shade is provided via umbrella structure. There are sufficient age-appropriate outdoor toys and play equipment available, but they were stored in a separate area. Drinking water is available via children’s own water bottles. LPA observed that all hazardous items on the playground were inaccessible to children. LEAD TESTING: The facility updated the lead testing for water on 7/07/2022. CRIMINAL RECORD CLEARANCE: The Director Chang,Yuri was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Continued Page 3 Page 3 In the areas that were evaluated, no deficiencies were observed of the California Code of Regulations, Title 22, Division 12 at this inspection date. Facility Director was reminded to keep the annual fee up to date. Based on today's measurement of indoor/outdoor, and the number of sinks and toilets, the facility meets the requirements for the requested capacity of 65 preschool children. The facility will be granted an increasing capacity of 65 preschool children, pending approval after final review by the management. A notice of site visit was given to the Director Chang,Yuri and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days. An exit interview was conducted with the Director Chang,Yuri. The Appeal Rights were explained. The Director Chang,Yuri received a copy of the Appeal Rights. End of report
