What the inspector wrote

On 10/24/24 at 11:20am Licensing Program Analyst (LPA) Sarah Garcia conducted a case management -licensee initiated visit to inspect the green room and the orange room. LPA met with director, Kimberly Ewing. Director guided LPA on a walk through of the facility. LPA observed 28 children (10 toddlers) with 6 staff. The facility serves 42 preschool children in orange and yellow room and 12 toddlers in blue room Monday-Friday 6:30am-5:30pm. The facility is not changing capacity. A review of the Facility Personnel Report Summary on this date indicates all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions. Director informed LPA that the facility will be initiating a room change. The facility will be removing the orange room and designating the green room and yard to be used for preschool. The preschool capacity with toddler option will remain 54. LPA received the facility sketch (LIC 999A) and STD 850 was approved by the Newport Fire Department on 8/06/2024. The indoor activity space measurement for the current requested room change is as follows: Green Room: 699 square feet Blue Room: 584.5 square feet Yellow Room: 802.5 square feet Orange Room: -668 square feet (Remove) Total: 2086 square feet/35 is 59 children. The outdoor activity space measurement for the current requested yard change is as follows: : Preschool Yard: 5208 square feet + 370 square feet (Add Infant Yard) = 5578 square feet/75 = 74 children. Continued on Page 2 Page 2 of 2 Infant and Toddler Yard: 1472 square feet = 12 toddlers or 12 infants Fire clearance from the Newport Beach Fire Prevention Bureau has been received for first floor classroom use with the following occupant loads: Yellow (23 preschool), Blue (17 toddlers), Green (20 preschool). The Fire Authority did not approve the second floor for classroom use. Per director, the green room and the orange room have not changed materials to the designated classrooms. LPA inspected the green room and observed the space to be clean and tidy. The green room has one bathroom with a sink and two toilets. LPA took photographs. The preschool yard is shared with the toddler (18-36 months) component and used on rotating basis. There is a waiver on file to share the playground with the toddler component. Based on measurements, the sinks and toilets availability, the request of the facility for moving the green room and orange room will be submitted to management for final approval. The facility will be notified if any additional information is required. The following are needed before an updated license is issued: 1. Update the materials and furniture to the designated green and orange classrooms and outdoor spaces. 2. LPA will conduct final case management visit to process change. Exit interview conducted and report was reviewed with the director, Kimberly Erwing. Appeal Rights were discussed. The facility representative was provided a copy of their appeal rights (LIC 9058 ) and their signature on this form acknowledges receipt of these rights. All appeals must be in writing and received by the Regional Office within 15 business days. A notice of site visit was given and must remain posted for 30 days. Failure to post will result in Civil Penalties of $100.00. End of Report
