Inspector’s narrative

What the inspector wrote

Page 2 RP stated that infants were not being fed all food and milk bottles packed by parents. RP stated that full bottles were either dumped out or sent back home, as well, as pouches of food. RP stated that staff are not offering bottles as needed and are not assisting the infants that need to have their bottles held for them. LPA Castanon attempted to contact RP on two occasions and did not receive a response. During today\342\200\231s investigation, LPA Castanon and Lopez interviewed 5 staff, including Director. During staff interviews, 5 out of 5 staff denied having witnessed any staff at the facility refuse to feed infants or throw away infants\342\200\231 food or milk bottles to the children in care. All staff stated they either hold the infants while feeding them or assist the infants with their bottles while infant is on the feeding pillow. All 5 staff were able to name a former child who was enrolled in the infant room that would not eat of the food provided by the parent. All 5 staff stated the parent was upset staff were not feeding infant all bottles that were sent. Each staff agreed that they would never force feed a child at the parent\342\200\231s request. Child is no longer attending the facility. Based on the interviews conducted with 5 staff there was insufficient evidence to corroborate the allegations of staff are not feeding day care children while in care and staff are not providing liquids to children while in care. Although the allegations may have happened or are valid, there is not a preponderance of evidence to prove that facility withheld food or liquids to infants in care , therefore the allegations are UNSUBSTANTIATED. Appeal Rights were discussed. The facility representative was provided a copy of their appeal rights (LIC 9058) and their signature on this form acknowledges receipt of these rights. All appeals must be in writing and received by the Regional Office within 15 business days. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with Director Stephanie Daniels. End of Report
