Inspector’s narrative

What the inspector wrote

Page 2 of 2 Today at 9:00 am LPA observed 24 preschool children on the playground with two staff (staff # 4 and staff # 7). LPA reviewed all the available staff's' files today and found out that staff # 4 and staff # 7 were lacking Early Childhood Education Units. The staff were not preschool teacher qualified to be with 24 children. During interviews they stated they have some units. One staff had a BA Degree from a university but not any ECE units to qualify her to be with preschool children. Based on the interviews which were conducted with 4 staff, and file reviewing of staffs' files, and LPA's observation of two unqualified staff with 24 preschool children on the playground, the preponderance of evidence standard has been met, therefore the allegation of “ Facility staff lack qualifications" is found to be SUBSTANTIATED. Section of 101216.1(c)(1) under Teacher Qualifications and Duties of California Code of Regulations, Title 22, Division & Chapter 12 is being cited on the attached LIC 9099D. Notice of Site Visit was posted. The notice of site visit must be posted for 30 consecutive days. Failure to post will result in civil penalties of $100. The licensee was provided a copy of their appeal right (LIC 9058 1/16) and their signature on this form acknowledges receipt of these rights. Exit interview was conducted. End of reports.
