What the inspector wrote

On 12/07/23 at 8:36 am , Licensing Program Analyst (LPA), conducted an announced Case Management inspection for an Increase in capacity. Upon arrival, LPA met with Applicant, Sang-Ah Rhee . Newly appointed Director Ms. Jun was also present. Applicant is requesting to be licensed for 30 preschool children 2 to 5 year olds in Pre School classrooms #1, #2 and #3(originally named Room 1 and Room 2. and school age room 3)Hours of operation are 8:00 am to 6:00 pm Monday through Friday. Present during today’s inspection were 10 preschool children with 2 staff. Appropriate ratios and supervision were observed. All indoor and outdoor activity space utilized for the children was inspected today. LPA informed Ms. Rhee that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. LPA continued to tour the facility and measured new additional indoor and outdoor activity space. Total indoor activity space measured 1064. 02 sqr feet which is sufficient to accommodate the requested capacity of 30 Children. LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots/mats, bookshelves, and other activity supplies for the children. Drinking water is available in the classrooms via filtering water system LPA observed all page 2 hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. Fire clearance was granted on 09/26/23. LPA observed a total of 1 double sink and 2 toilets available for children’s use. These are sufficient to accommodate the requested capacity of 30 children. The facility currently has a fully fenced playground area. Fencing side is a brick wall and wood fence and wrought iron fence which are at least four feet high. The total square footage for all the outdoor activity space is 1170 sqft , which is insufficient to accommodate the requested capacity. Shade is provided via a large canopy. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. There is adequate cushioning in fall zones of slides provided by cushioned artificial grass. Drinking water is available via the children bring their bottled water outside. Water bottles are refilled via the facility's filtered water. Applicant/ Licensee Ms. Rhee was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A page 3 civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.” “This facility plans does provide Incidental Medicals Services and Plan. LPA was provided a new lic 999 since room assignments changed during case management visit. “LPA discussed the safe sleep regulations with [applicant, licensee, or facility representative] and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep , as an additional resource. LPA also informed [applicant, licensee, or facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/ , and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.” Licensee was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. “ page 4 The following is required prior to licensure; 1. Review of corrections submitted during visit, 2)Waiver review and approval for outside activity space. 3) review by management. A capacity increase to 30 may be granted after the above requirements are met and a final file review is conducted. A notice of site visit was given to Ms. Rhee and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days Exit interview was conducted and report was reviewed with the licensee/ Applicant, Sang-Ah Rhee.
