What the inspector wrote

On 12/2/25, Licensing Program Analyst (LPA) Anna Chan conducted an unannounced case management visit for the purpose of the lead sampling test conducted on 9/30/25. LPA met with Head of School Toni Espino. Census was taken and the overall census was 15 infant children and 4 staff. LPA was provided with a copy of the Lead Sampling test and result conducted on 9/30/25. Head of School was informed to post the Lead Sample Report visible to parents/authorized representatives. A review of the Facility Personnel Report Summary on this date indicates all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions. Child Care Center (CCC) COMPLETED TESTING AND IS IN THE PROCESS OF REMEDIATING LEAD EXCEEDANCES Based on record review, Faucet M has a Lead Exceedance of 16.00 UG/L. Head of School stated that faucet M was replaced with a new fixture and the facility is scheduled to conduct retesting of water on December 11, 2025 by California Rural Water Association. LPA observed faucet M in the kitchen was labeled “Do not use”. Head of School stated they do not use faucet M to prepare food nor for drinking. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. PIN 22-05-CCP Page Four. Page 1 of 2 For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP.). LPA verified that the lead testing was completed on 9/30/25 in accordance to the Written Directives (Interim Licensing Standards) outlined in PIN 21-21.1-CCP. LPA referred facility representative to the Department website for lead: Lead Toxicity Prevention and Water Testing Information ( https://www.cdss.ca.gov/inforesources/child-care-licensing/water-testing-information ) No deficiencies cited in today's visit. Exit interview was conducted with Head of School, Toni Espino. Report was reviewed and discussed. The Notice of Site Visit was posted and must remain posted for 30 consecutive days. Appeal Rights were provided.
