Follow-up on corrections·December 15, 2025

In conjunction with another inspection on 12/15/2025, Licensing Program Analyst (LPA) Deschampe arrived at the facility at 8:58 AM. LPA was met by assistant director, Samantha Gonzalez and allowed entry to the facility. LPA met with licensee, Giuliana DeFrenza, explained the purpose for the case management-deficiencies inspection and was guided on a tour of the facility with the following census: 14 children with 5 staff. A review of the Facility Personnel Report Summary conducted on this date, 12/15/2025 indicates all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions. During today's inspections, LPA observed from approximately 9:00 AM until approximately 12:30/1:00 PM, one (1) 6-year old child with 7 preschool children in classroom 3 and outside in the play area with 1 staff. Per posted license, capacity i s " AGES 2 THROUGH 5 YEARS OLD". This poses as a potential health, safety or personal rights risk to persons in care. After the inspection, the following deficiency was observed and is being cited on the attached LIC 809-D in accordance with California Code of Regulations (CCR) Title 22 Division 12 Chapter 3: CCR Section 101161(a) Limitations on Capacity (LIC 809-D). Exit interview conducted and report was reviewed with the licensee, Giuliana DeFrenza. Appeal Rights were discussed with licensee. The licensee was provided a copy of the appeal rights (LIC 9058 ) and their signature on this form acknowledges receipt of these rights. All appeals must be in writing and received by the Regional Office within 15 business days. A notice of site visit was given and must remain posted for 30 consecutive days. The \342\200\234Notice of Site Visit\342\200\235 must be posted on, or immediately adjacent to, the interior side of the main door to the facility. Failure to post will result in Civil Penalties of $100.00. End of report.
