What the inspector wrote

On 02/04/2026, Licensing Program Analyst (LPA) Deschampe conducted an unannounced Plan of Correction (POC) inspection in response to the Type B violation issued on 12/15/2025: California Code of Regulations (CCR) Section 101161(a) Limitations on Capacity: A licensee shall not operate a child care center beyond the conditions and limitations specified on the license, including the capacity limitation. LPA was allowed entry to the facility at 1:40 PM by the teacher, Evangelina Martinez. LPA met licensee, Giuliana DeFrenza and facility representative/Assistant Director and explained the purpose of the visit. The total enrollment is 23 children with 18 children and 6 staff at the time census was taken, due to various student schedules and children who are sick. During the inspection it was determined the facility is operating within compliance of staffing ratios. A review of the Facility Personnel Report Summary on this date, 02/04/2026 indicates all facility staff, or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions. The deficiency that was cited on LIC809-D on 12/15/2025 has been cleared through LPA observation, interview, and record review. The licensee continues to enroll children according to license limitations. Licensee has submitted an application to the Department requesting a change to the ages of children served. Exit interview conducted and report was reviewed with the facility representative, Samantha Gonzalez. The notice of site visit was given and must remain posted for 30 days. The facility representative was provided a copy of the appeal rights (LIC 9058 ) and their signature on this form acknowledges receipt of these rights. All appeals must be in writing and received by the Regional Office within 15 business days. End of Report
