What the inspector wrote

On 06/05/25, at 12:30pm Licensing Program Analyst (LPA), Anna Chan conducted an unannounced onsite inspection for the purpose of an Annual Random Visit. LPA met with Director Celida Cambuston and Consultant Debra Ward. LPA and Director toured the facility inside and outside and the floor and yard plan were verified. Census was taken in individual classrooms, a total of 44 preschool children and 8 staff. Children were starting to nap when LPA arrived. During the inspection it was determined the facility is operating within its licensed capacity and within compliance of staffing ratios. Facility hours are 6:30a.m.- 6:00p.m., Monday through Friday. A review of the Facility Personnel Report Summary on this date indicates all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions. During the inspection of the indoor activity space, items which could pose a danger to children (detergents, cleaning compounds, and medications) were observed to be stored out of the reach of children. Age-appropriate materials are provided. AM/PM snacks are provided by the facility, Lunch are brought from. Food is not being prepared at the facility. Floors, equipment, and furniture were clean and were observed to be in good repair and free of sharp edges. Water is provided by system filtration, and Sports bottles are also brought by children from home with the child’s name on it. Page 1 of 3 Children nap on mats, and bedding is stored individually. Beddings are brought home weekly by children for washing. The facility has a working carbon monoxide detector and fire extinguisher. The facility has conducted an emergency drill on May 14, 2025. Facility met all posting requirement. The California Child Passenger Safety Law was posted by the entrance of the facility. The outdoor activity space was inspected for compliance. The playground was enclosed by a fence at least four feet in height. The surface of the outdoor activity space was well maintained and free of hazards. The cushioning material used is sand and appeared to be enough to absorb falls. Director stated they took out the climbing structure and will be replaced by a different play equipment. Drinking water is provided by refillable sports bottles with the child’s name on it. The outdoor equipment and toys were in good repair and free of sharp edges. There are bodies of water present at the facility. An In-ground pool and a separate spa was observed during inspection. Bodies of water checklist was conducted. Both pools have covers, although the spa has a cover, it did not withstand the weight of an adult during testing. While director was on top of the spa cover, the cover cracked and caved in a little in the middle and water started to splash. The spa did not have an alarm. Director stated the bigger pool has an alarm under the covers. Director and LPA were not able to test the alarm. Staff stated they will send a video on testing the alarm. LPA measured the vertical clearance from the ground to the bottom of the enclosure, and measurement showed more than 2 inches gap. Director stated they have not started a Pool Log and none was provided to LPA for review. A copy of new AB2866 Pool Safety was provided to the facility on 2/11/25. Another copy of AB2866 Pool Safety was provided to consultant Debra Ward during today’s visit. 3 Staff files were reviewed for staff present during the facility inspection on this date. Health screening and immunization as required were reviewed. Beginning September 1, 2016, Health and Safety (H&S) 1597.622 states, a person shall not be employed or volunteer at a child care center if he or she has not been immunized against influenza, pertussis, and measles. Proof of immunization against pertussis, measles for the facility were reviewed and within compliance. Beginning March 31, 2018, H&S Code 1596.8662 requires all directors and employees to complete mandated reporter training, and to renew the training every two years. At least one staff member present possesses current EMSA approved Pediatric CPR/First Aid certifications, which expires 09/2025. Page 2 of 3 5 Children's records were reviewed, and there was a separate, complete and current record for each child. Sign in/out procedure was reviewed through Procare. Each child representative has their own login ID. In the areas reviewed the children’s files were found to be in full compliance Currently there are no medications for children in care. The Director was informed that Licensing Quarterly Updates are available at www.ccld.ca.gov and may request to be added to an email list to receive a Quarterly Update by contacting the Child Care Advocate at childcareadvocatesprogram@dss.ca.gov or at www.ccld.ca.gov LPA provided Guardian Information and website info: https://www.cdss.ca.gov/inforesources/cdss-programs/community-care-licensing/caregiver-background-check/guardian Director was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. In the areas evaluated and based on LPAs observations, a Type B violation is being cited in accordance with Health and Safety Code Sec 1596.814(b)(1) Pool Safety. See attached LIC 809D. An Inspection and exit interview were completed with Director Celida Cambuston. The report was reviewed, and deficiency was discussed. “Notice of Site Visit” must be posted for 30 consecutive days.
