What the inspector wrote

Licensing Program Analyst (LPA) Navar conducted an on site inspection for the purpose of an annual Inspection. LPA and the Director Fazreen Shariff toured the facility and yard plan. Census was taken in individual classroom. The overall census observed was 8 infants and 2 staff members. Infants were sleeping, finishing morning snack, and engaged in activities. During the inspection it was determined the facility is operating within its licensed capacity and within compliance of staff to child ratios. Facility hours are 7:00 AM- 6:00 PM, Monday through Friday. A review of the Facility Personnel Report Summary on this date indicates all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions. Director was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. During the inspection of the indoor activity space, items which could pose a danger to children (detergents, cleaning compounds, and medications) were observed to be stored out of the reach of children. Poisons/Hazardous Items are not kept on the premises. Floors, equipment, and furniture were clean and observed to be in good repair and free of sharp edges. Toys observed to be clean age appropriate. Bottles and food containers are brought from home are properly labeled with infants name and date. Trash receptacles containing solid waste have tight fitting lids. Food prep areas were clean and sanitary. Food is properly stored. Menus are posted where they can be reviewed by parents. There is drinking water available to children indoors by filtered water and parents bring bottle water bottles from home. Continue Page 2 Page 2 Changing table has raised sides at least three inches high and is within an arm\342\200\231s reach of a hand washing sink. Children nap on cots and cribs, bedding is stored individually and washed daily. 15 minute sleep logs are documented and kept in the napping area. The facility has conducted an emergency drill within the past six months 09/10/2025 and keeps documentation of drills. The facility has a at least one working smoke detector, one working carbon monoxide detector and at least one functioning fire extinguisher. Facility meets all posting requirements. The outdoor activity space was inspected for compliance. Playground has shaded areas. Drinking water is brought outside by the means of children cups and refilled as needed with filtered drinking water. The playground is enclosed by a fence at least four feet in height and is in good repair. The surface of the outdoor activity space is maintained and free of hazards. The cushioning material is a rubber foam and surrounds outdoor play equipment and other similar equipment and appears to be enough to absorbs falls. The outdoor equipment and toys are in good repair and free of sharp edges. There are no bodies of water present at the facility. The inspected outdoor facility grounds are safe, sanitary and in good repair. 3 Staff files were reviewed for staff present during the facility inspection on this date. Beginning September 1, 2016, Health and Safety (H&S) 1597.622 states, a person shall not be employed or volunteer at a child day care center if he or she has not been immunized against influenza, pertussis, and measles. Proof of immunization against pertussis, measles for staff members were reviewed and within compliance. Beginning March 31, 2018, H&S Code 1596.8662 requires all directors and employees to complete mandated reporting training, and to renew the training every two years. At least one staff member present possesses current EMSA approved Pediatric CPR/First Aid certifications, which 07/2027. 5 Children's records were reviewed, and there was a separate, complete and current record for each child LPA observed 8 infants from 0-12 months. LPA observed and reviewed LIC 9227 Individual Infant Sleeping Plan in children\342\200\231s files. Care and supervision were evaluated to determine if the basic needs of infants are met and appropriate. Infant Needs and Assessments are done quarterly or updated as needed. In the areas reviewed the children\342\200\231s files were found to be in full compliance. Sign in/out procedure was reviewed for compliance. The person who signs the child in and out uses a 4 digit pin that is linked to their full legal name and records the time of the day. Continue Page 3 Page 3 Director stated there are no infants enrolled at this time who take medication. The director was informed, and website given, about the California Child Care Disaster Plan has been posted to the UCSF California Childcare Health Program website: cchp.ucsf.edu/content/disaster-preparedness Also provided was information about the E-Learning Modules available at https://ccld.childcarevideos.org CCC COMPLETED TESTING AND NO LEAD EXCEEDANCES on 7/21/2022. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. Continue Page 4 Page 4 For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of license pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). LPA reviewed documents that the lead testing was completed in accordance with the Written Directives outlined in PIN 21-21.1-CCP. LPA discussed the safe sleep regulations with Director and discussed the Child Care Licensing Safe Sleep web page at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed Director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. In the areas that were evaluated, no deficiencies were observed of the California Code of Regulations, Title 22, Division 12 at the time of the visit.
