What the inspector wrote

Page 2 During the investigation LPA interviewed four staff, interviewed five parents, and reviewed video recordings. Reporting Party (RP) alleges Facility is operating out of ratio. RP mentioned classrooms #111 and #112 were over ratio on 11/18/2024. RP mentioned there were 21 children with one teacher and one aide inside classroom #112. In classroom #111, RP mentioned they observed 13 infants with two teachers. On 11/25/2024 LPA reviewed video recordings at the facility for infant classrooms #111 and #112 for the week of 11/18/2024 and didn’t observed staff being out of ratio. On 11/25/2024, LPA interviewed four staff. The four staff interviewed stated they have not been out of ratio or witnessed other staff being out of ratio. On 11/27/2024, LPA contacted 11 parents via phone call and five out of 11 parents were able to be interviewed. Parents interviewed did not divulge any information pertaining to the allegation. Children were not interviewed due to age and being non-verbal. Based on LPA observation of video recordings, interviews with staff and parents, there was not enough evidence to substantiate the allegation. The Orange County Childcare Office has investigated the complaint alleging facility is operating out of ratio: although the allegation may have happened or is valid, there is not enough preponderance of evidence to prove the alleged violation did or did not occur, therefore the allegation is UNSUBSTANTIATED. In the areas that were evaluated, no deficiencies were observed of the California Code of Regulations, Title 22, Division 12 at the time of the visit. Exit interview conducted and report was reviewed with Director Christina Naffziger. Notice of Site Visit was provided to Director Christina Naffziger and posted on the door. The notice of site visit must be posted for 30 consecutive days. Failure to post will result in civil penalties of $100. The licensee was provided a copy of their appeal rights (LIC 9058 1/16) and their signature on this form acknowledges receipt of these rights.
