What the inspector wrote

05/18/2026, Licensing Program Analyst (LPA) Deschampe and Licensing Program Manager (LPM) T. Ho, conducted a Case Management inspection for the purpose of decreasing the preschool capacity. LPA and LPM met with the facility representative/director, Patricia Ramirez who guided LPA and LPM through the facility to obtain census. Total enrollment is 80 preschool children. At the time of census, there was 47 preschool children with 10 staff. The facility is currently licensed to serve 94 preschool children Ages 2-5 years Monday - Friday 6:30AM - 6:30PM in rooms: 2's/Area 3, 3's, 4's, and 5's. The facility has requested to decrease their preschool capacity from 94 preschool children to 70 preschool children in rooms 3's, 4's, and 5's. The facility is removing room 2's/Area 3 to serve the toddler option children. A review of the Facility Personnel Report Summary on this date indicates all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions. All indoor and outdoor activity space utilized for the children was inspected today. There is an operational carbon monoxide detector on site. All required licensing documents were observed posted in the front entrance. Parents/authorized representatives sign in/out via ProCare check in with personal PIN. Facility provides morning, afternoon snack, and lunch to children. Menu is posted. LPA and LPM confirmed measurement for room 3's, 4's, and 5's. Total indoor activity space measured at 2532'82 square feet (measured on 02/02/2022 by LPA K. Desai), which is sufficient to accommodate the Page 2 requested overall capacity of 70 preschool children. LPA and LPM observed age-appropriate furniture and equipment, including tables, chairs, cubbies, and cots. LPA and LPM observed all hazardous items to be inaccessible to children. LPA and LPM observed a total of 7 sinks and 6 toilets available for children’s use. These are sufficient to accommodate a capacity of 70 children. There are separate restroom equipped with a toilet and a sink for staff. The isolation area for children who are ill will be in the facility office and will not be counted into the square footage. The outdoor space for preschool children was inspected. The outdoor space for preschool children measured at 6857'55 square feet (measured on 02/02/2022 by LPA K. Desai), which accommodates the requested capacity of 70 preschool children. The playground is fully fenced. The surface on the playground is artificial grass. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. LPA and LPM verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP . The facility representative/Assistant Director, Natalie Orozco was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. The facility representative/assistant director, Natalie Orozco was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. In the areas that were evaluated, no deficiencies were observed of the California Code of Regulations, Title 22, Division 12 at this inspection date. Fire clearance has been granted for the requested capacity of 70 preschool children on 04/21/2026. Based on today's inspection of indoor/outdoor space and number of sinks and toilets, the facility meets the requirements for the capacity of 70 preschool children. The facility will be granted the decreased capacity to 70 preschool children, after final review and approval from management. The exit interview was conducted with the facility representative/assistant director, Natalie Orozco. The Notice of Site Visit was posted during the visit. The facility representative was reminded that the Notice of Site Visit must be posted for 30 consecutive days. End of report.
