What the inspector wrote
Licensing Program Analyst (LPA) Ms. Ketki Desai conducted an announced on site pre-licensing inspection at the childcare center. It is a
New center. LPA met with the new incoming Director Ms. Trenner, Tina & Ms. Scarlet, Amy
who gave a tour of the Child Care Center.
The applicant has requested to provide care and supervision for 8 Infants (6 weeks to 24 months ) and 12 Toddlers (18 months to 36 months) of age, Monday through Friday
6:30 AM. to 6.30 PM. in the assigned two classrooms. (Infant room and Toddler room) (Total : 20)
LPA observed staff following CDC and Dept of Public Health Guidelines. Due to COVID Pandemic parents shall be encouraged to follow the CDC and COVID requirements, children shall be received at the entrance door by the staff, temperatures shall be checked, hands sanitized before they are taken to their classrooms. Parents sign them in at the front lobby electronically.
A review of the Facility Personnel Report Summary on this date indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions.
The facility is a new construction, with parking area for parents in front of the main entrance of the center upon entering the facility through the glass door, there is a front lobby area, where facility staff is available to respond to any queries by the parents or visitors. There is computer set up for electronic sign in out for the enrolled children . The two assigned classrooms are within the same level. Director's office/ Staff lounge with adult bathrooms, kitchen are located adjoining the classrooms .
Facility also has Preschool program with four separate classrooms.
This facility plans to provide Incidental Medical Services

Medication will be stored in the Director's office in a locked cabinet and shall be administered by the teacher or the Facility in charge, emergency First Aid kits are stored in the classrooms and in the in assigned cabinets. Medication administration forms were reviewed.
First Kit was checked and has the needed items including scissors/ tweezers.
Isolation area is the Director\342\200\231s office and the sick child shall use the restroom located next to the lobby area there is an additional cots with linens for the sick child.

Infant yard : Outdoor activity area
The following were inspected in the outdoor activity space;

Facility also has a four seater buggy for infants which shall be used as needed for activities.
Outdoor measurements
Infant yard: 60'25 X 29'75 = 1792'44 - 72'45 = 1719'99
Total outdoor space: 1719'99 divided by 75= 22.93 ( 23 infant)
Based on Indoor and Outdoor measurements : Facility has sufficient indoor and Outdoor space to accommodate the requested capacity for 8 Infants and 12 Toddlers (Total 20) in the two designated rooms in the Infant program.

LPA discussed the safe sleep regulations with Applicant Ms. Scarlet, Amy & Facilty Director Ms, Trenner, Tina discussed the Child Care Licensing Safe Sleep webpage at

as an additional resource. LPA also informed Applicants Ms. Scarlet, Amy & Facilty Director Ms, Trenner, Tinathe importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at

and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. (Page-4)

Applicant, Ms. Scarlet, Amy and Facility Administrator Ms. Trenner, Tina were reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

Facility has received the Fire clearance approval from Costa Mesa Fire authority for 114 children ( 94 preschool children and 20 infants) in the assigned six classrooms.
Based on today\342\200\231s measurements, and the sink and toilet availability, this center has enough activity space to support the requested capacity for 8 Infants (6 weeks to 24 months) and 12 Toddlers (18 months to 36 months) .
A license will be issued for the capacity requested : 8 Infants ( 6 weeks to 24 months in the Infant room ) and 12 Toddlers (18 months to 36 months in Toddler room) Monday to Friday 6:30 AM to 6:30 PM. Total : 20 children
Applicant was also advised, once licensed, the Notice of Site Visit must be posted for 30 days and if A violations are cited then the Licensing Report (LIC809 or 9099) must be posted by the Notice of Site Visit for a period of 30 days or $100 civil penalties will be assessed, and the report shall posted and copies provided to the parents/guardians of the children in care at the facility by the next business day, and shall provide to the parents/guardians of children newly enrolled at the facility during the next 12 months. In addition, the licensee shall immediately post upon receipt the Proof of Correction for 30 consecutive days and provide a copy to current and enrolling parents. The licensee is to keep Acknowledgement Receipt (LIC 9224) signed by parents in each child\342\200\231s file
The report was reviewed and discussed.
Appeal Rights were discussed. The applicant was provided a copy of their appeal rights (LIC
9058
12/15) and their signature on this form acknowledges receipt of these rights. All appeals must be in writing and received by the Licensing office within 15 business days.
