Page 2 During the investigation LPA toured the facility, interviewed six staff, reviewed video recordings, watched live video on 3/3/2026, and obtained the facility roster. Reporting Party (RP) alleges, Staff are wearing the same gloves for multiple diaper changes. RP mentioned multiple staff are wearing the same pair of gloves during multiple diaper changes. RP mentioned the incident was observed through the facility cameras. On 02/19/2026, LPA interviewed six staff. Five staff stated they haven’t heard or witnessed staff using the same gloves for multiple diaper changes. One out of six staff interviewed mentioned they haven’t observed any staff using the same gloves for multiple diaper changes but have heard from parents, a staff member is using the same gloves for multiple diaper changes. All staff interviewed had knowledge of the diaper changing procedures. While touring the facility, LPA observed diaper changing and toileting procedures posters placed near the diaper changing stations. On 3/3/2026 LPA watched live camera footage in multiple classrooms and didn't observe staff using the same gloves during diaper changing. LPA was also able to review video recordings from February 2026 and LPA didn't observe staff using the same gloves during diaper changing. On 02/27/2026, LPA contacted 11 parents via phone call. Out of 11 parents called, LPA was able to interview four parents. Parents interviewed did not divulge any information pertaining to the allegations. Children were not interviewed during the investigation due to the nature of the allegation. Based on LPA observation, interviews with staff and parents, there is not enough evidence to substantiate the allegation. The Orange County Childcare Office has investigated the complaint alleging (1) Staff are wearing the same gloves for multiple diaper changes: although the allegation may have happened or is valid, there is not enough preponderance of evidence to prove the alleged violation did or did not occur, therefore the allegation is UNSUBSTANTIATED. In the areas that were evaluated, no deficiencies were observed of the California Code of Regulations, Title 22, Division 12 at the time of the visit. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with Director Ashley Neitzke.
