What the inspector wrote

On 12/16/2025 Licensing Program Analyst (LPA), Olivia Meza conducted an unannounced case management inspection for the purpose addressing a request received by the Orange County Regional Office for room changes as well as capacity changes. LPA met with Director, Shalane Seymour. At the time of LPA's arrival, there were 40 preschool age students with four (4) staff present. Facility is requesting to increase preschool capacity from 59 to 89 preschool children and requesting ages in room three (3) to be 2-6 years old. To accommodate that change in capacity for the preschool component, the facility has submitted a waiver with a staggered schedule to ensure the maximum indoor and outdoor capacity are not to be exceeded. LPA verified the current facility sketch as follows, Preschool classrooms: Preschool Classroom one (1) downstairs, Preschool Classroom two (2) downstairs, Preschool Classroom three (3) upstairs, outdoor patio, and outdoor playground area. The fire clearance was requested on the date of 08/06/25, and Fire clearance was granted on the date of 08/20/2025. (continue to page two) (page two) During today's inspection, LPA inspected and measured downstairs preschool classrooms one (1) and two (2) and upstairs preschool classroom three (3), which has the sufficient indoor activity space for the requested number of preschoolers. There are a total of seven (7) toilets and seven (7) sinks for preschool students. LPA Meza measured the outdoor activity space and collected updated waiver with a staggered schedule to ensure the outdoor activity space does not exceed maximum capacity of 70 preschool students at a time. In the areas that were evaluated, no deficiencies were observed of the California Code of Regulations, Title 22, Division 12 at this inspection date. Based on today's measurements of indoor/outdoor space and number of sinks and toilets, the facility may meet the requirements to accommodate the requested capacity increase from 59 preschool students to 89 preschool students. The facility may be granted the increased capacity of 89 preschool children and ages 2-6 years old in classroom three(3) upstairs. An updated license may be approved based on final review by management. A notice of site visit was given to facility representative, Shalane Seymour and must remain posted for 30 days.
