Licensing Program Analyst (LPA) Mahnaz (Nancy) Malek conducted an announced on site pre-licensing inspection at this childcare center for the purpose of opening a Preschool Center. LPA met with the Applicant, Elizabeth Plumb and Director, Sarah Galliver. The Applicant and the director gave LPA a tour of the new preschool classrooms on this premises which is located on the United Methodist Church ground. Facility has requested for 36 children in 5 classrooms.
The applicant has requested to provide care and supervision for 36 Pre-school age children 2.9 to 5 years old, Monday through Friday from 8:00 am to 1:00 pm.
LPA observed the facility following CDC and Dept of Public Health Guidelines. Due to COVID pandemic parents shall be encouraged to follow the CDC and COVID requirements.
A review of the Facility Personnel Report Summary on this date indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions.
Parents sign in and out manually in each classrooms. Parents enter the entrance room to go to the designated classrooms. Upon arrival each child has an health evaluation along with hand washing before they participate in the activities.
Isolation area is the office with a separate cot and beddings for the sick child. The staff bathroom which is close to the office is designated for sick children if need to.

Classrooms are adequately equipped with age and size appropriate furniture and equipment

Drinking water is available inside through personalized water bottles and filter water is also provided for re-filling.
Sign in/Sign out procedure was reviewed.

Facility has in-built smoke detector is on the ceiling and carbon monoxide is installed on the wall next to fire extinguisher in Rainbow Room. There are two fire extinguishers mounted in the office and in Rainbow Room that meet statutory requirements.

Facility runs a part time program. Therefore children don't nap in part time programs.
The facility does not provide snack or lunch for children They are provided by parents. .
Rooms are well lighted with proper ventilation
There are 5 sinks and 2 drinking fountains are available in the indoor area of this facility. Bathroom is located outside the classrooms. The Director was reminded that children shall be escorted to and from the restroom by an adult.
Medications are stored in the locked cabinet . First Aid kit and Emergency kit is present and inspected.

LPA measured the Preschool classrooms. (Rainbow, Forest, Pond, Ocean, and Rainforest Rooms including the covered patio which is designed for art and sensory projects for children).
Indoor activity space : 1263.45 divided by 35= 36.10 (enough for 36 children)
Total sinks : 5 X 15= 75 children / Total Toilets: 3 X 15= 45 children
Preschool outdoor play yard:
Facility has designated Preschool playground as outdoor space and following were observed:

Playground is fully enclosed by an appropriate fencing and wall.

Drinking water is available outdoors by children's water bottles and a pitcher and Dixie cups,

Outdoor activity space is supplied with age and size appropriate equipment, including climbing play structure, and slide, and outdoor activity toys.

An adequate amount of cushioning material such as mulch.

Adequate shade is provided by trees.
The play structure is safe for the age group to be served (2-5 years old)
The playground has emergency exit doors to the outdoor space which are equipped with two locked gates.
Outdoor measurements: 1344 divided by 75= 17.92 (enough for 18 children).
When children are on the playground, they will use the additional church restrooms which a sign will be posted for children's use during the hours of operation. A waiver will be sent to use the church's restrooms.
Based on the indoor measurements, sink and toilet availability, facility has sufficient space to accommodate 36 preschool children in five classrooms. The outdoor space is enough for 18 preschool children. The facility will request a waiver to use the playground for 18 children on a rotating schedule.

Fire clearance update from OC Fire Authority approving the capacity of 36 children shall be sent to our office
The document for Director, Sarah Galliver is current on the required Immunization/ Pediatric CPR/ First training and has provided the completion certificate for the Preventive Health training (Nutrition and Lead component) and Mandated Child abuse reporting training.
Following items were discussed at the time of Exit interview.
Criminal Record Statement :
The Applicant, Elizabeth Plumb and Director, Sarah Galliver were reminded that
all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.
Safe Sleep
LPA discussed the safe sleep regulations with the Applicant, Elizabeth Plumb and Director, Sarah Galliver and discussed the Child Care Licensing Safe Sleep webpage at

as an additional resource. LPA also informed of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at

and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

A license for 36 Preschool age children (2.9 to 5 years old) in classrooms Rainbow, Forest, Pond, Ocean, and Rainforest, Monday to Friday from 8.00 am to 1:00 pm will be issued after completing the following items and final review at our office:
(1) Receiving an updated fire clearance from the Fire Department.
(2) Waiver request to use the playground at a rotating schedule.
(3) Waiver request to use the Church's restrooms signed for preschool to use during playground usage.
(4) Written Procedure for Incidental Medical Services (IMS)
