Licensing Program Analyst (LPA) Desai, Ketki conducted an announced Pre-Licensing inspection at the above facility. This is a State Preschool Classroom following the Title V regulation also. The State preschool classroom is Room # K2 on the premises of Stoddard Elementary school. The applicant has requested to provide care and supervision for 24 Pre-school age children 3 to 5 years of age, Monday through Friday 8:00 AM. to 11.00 AM. (Morning session) and 12:00 PM to 3:00 PM (Afternoon session) in the assigned one classroom. (Room # K2) LPA observed staff following CDC and Dept of Public Health Guidelines. Due to COVID Pandemic parents shall be encouraged to follow the CDC and COVID requirements. A review of the Facility Personnel Report Summary on this date indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions. The facility is on the premises of Stoddard Elementary school under the Anaheim Elementary School District. Parents shall enter through the fenced gate in front of 9th street, school parking area across the play structure. A sign in table has been set up outside the classroom. Parents sign in electronically using an application (The learning Genie) An I Pad/ Telephone shall be used by the parents and Manual sign in sheet is also present if needed. Upon arrival each child has an health evaluation along with hand washing before they participate in the activities. Isolation area is the Nurse's health office next to the lobby area and there is also a Nurse assigned to the State Preschool program. The nurse office on campus has additional cots with linens for the sick child. Any immediate medical emergencies shall be handled by the Nurse on site. Only the medication that need to be refrigerated shall be stored in the Nurse's office. All the other medications shall be stored in the locked cabinet in the classroom. (1) LPA discussed the posting requirements including, but limited to, the following: \302\267 Facility License in public area (101160) \302\267 Emergency Disaster Plan (LIC 610) \302\267 Earthquake Preparedness Check List (LIC 9148) \302\267 Parents\342\200\231 Rights Poster (PUB 393) \302\267 Personal Rights (LIC 613A) \302\267 Menus / Activity Schedule \302\267 Notice of Site Visit (LIC 9213) and Type A deficiencies / Plan of Corrections of Type A deficiencies \302\267 Granted Waivers (available for review) \302\267 Child Car Seat Law (PUB 269) & \302\267 COVID Posters. The following were inspected in the indoor activity space: \302\267 Classroom are adequately equipped with age and size appropriate furniture and equipment \302\267 Drinking water is available inside through personalized water bottles and water fountain \302\267 Sign in/Sign out procedure was reviewed and meets regulation requirements (Electronic sign in and out) \302\267 Facility has 3 smoke detectors, 2 carbon monoxide detector mounted on the classroom ceiling with Fire Alarm system installed in the classroom and one fire extinguisher mounted in the classroom next to the exit door that meet statutory requirements. \302\267 Cubbies available for storage of individual child\342\200\231s personal belongings \302\267 Napping equipment: Children in these program do not nap, If needed facility does have mats and linens \302\267 Facility provides AM snack to children attending the Morning session, while lunch is provided to children attending the afternoon session. Food is prepared by the Anaheim union High School District and is delivered to the School cafeteria, and is brought in to the classroom by the staff. Rooms are well lighted with proper ventilation Room # K2 has age appropriate activity items and space to move around. The designated toilets and sinks for preschool children are in the classroom. Classroom has two exit doors including one entrance door. Campus is fully fenced and has one entry point Preschool yard is outside the classroom. (2) LPA measured the Preschool Room # K2 Indoor activity space : 938'89 divided by 35 = 26'83(27 children) Facility has sufficient indoor activity space to accommodate the requested capacity of 24 children. Total sinks : 2 X 15= 30 children / Total Toilets: 2 X 15= 30 children Facility has age appropriate sinks and toilets inside the classroom for the State preschool children. Preschool outdoor play yard : Facility has designated Preschool yard outside room # K2 and following was observed: \302\267 Playground is fully enclosed by an appropriate fencing \302\267 Drinking water is available outdoors by personal water bottles and water fountains \302\267 Outdoor activity space is supplied with age and size appropriate equipment, including climbing play structures and outdoor activity toys, \302\267 An adequate amount of cushioning material: soft cushion \302\267 Adequate shade is provided by shaded structure and roof line shade. \302\267 There is also a bike trail area and a cemented open area for children to play. Children shall access the play yard from classroom door. The play structure is safe for the age group to be served (3-6 years old) There is additional activities including: Bike trail open space where additional structures are placed for younger children. Shaded lunch area has been set up for outdoor lunch activity. Play yard is on Elementary school premises and Preschool children shall share the yard with Inclusion program children and Waiver has been requested Outdoor measurements: 16401'77 divided by 75 = 218'69 ( Sufficient for the capacity requested) Based on the indoor /outdoor measurements, sink and toilet availability, facility has sufficient space to accommodate the requested capacity of 24 Preschool age children (3-5 years old) in the assigned Room # K2 on the premises of Stoddard Elementary school. (3) Fire clearance received from Anaheim Fire and Rescue office approving the requested capacity of 24 children in the room # K2. Applicant Ms.Durand, Lynda is current on the required Immunization/ Pediatric CPR/ First training valid through June 10th 2024 and have provided the completion certificate for the Preventive Health training (Nutrition and Lead component and Mandated Child abuse reporting training. Following items were discussed at the time of Exit interview. Criminal Record Statement : Applicant, Ms.Durand, Lynda was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. Safe Sleep : LPA discussed the safe sleep regulations with applicant Ms. Durand, Lynda discussed the Child Care Licensing Safe Sleep web page at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed applicant, Ms.Durand, Lynda of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) APPLICANT KNOWS FACILITY PLANS TO PROVIDE IMS: This facility plans to provide Incidental Medical Services \342\200\223 IMS. For IMS information, see PIN 22-02-CCP .
