What the inspector wrote

On 7/29/2025 an unannounced case management inspection was conducted on this date by Licensing Program Analyst (LPA) K. Navar in response to a self-reported incident dated 7/22/2025. Present during today\342\200\231s inspection was Director Tiffany, Poon. The census was taken and there were 16 preschool age children and 8 staff. A review of adult records indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions. The Department received an incident report on 07/22/2025 stating that on 07/17/25 at 11:40AM during playground time child 1 (C1) had spoke concerning word choices to C2 (C2) and C2 then went and told Staff 2 (S2). During the investigation LPA toured the facility and playground on 7/29/2025 with the director, conducted 2 (two) staff interviews (S1-S2), and observed teacher/ child engagement. LPA obtained communication emails, Parents Handbook, Messages from Bright Wheel, facility documentation and procedures, and a letter. During LPA classroom observations of Room 4B-Dolphin Classroom LPA observed children sitting in the carpet area listening and engaged with a story that S2 was reading. 2 (two) staff stated that parents were notified, and that staff continue to monitor children\342\200\231s relationships and reinforcement of positive language. 1(one) staff stated that to ensure safety of all children the policy in the Parents Handbook located under Guidance and Strategies is followed. LPA reminded the director to report unusual incidents to the department by phone call and in writing. Based on the information gathered from the interviews with staff and records review. The facility was in compliance of the California Code of Regulations, Title 22, Division 12. Exit interview conducted and report was reviewed with the Director Tiffany, Poon. A notice of site visit was given and must remain posted for 30 days. Failure to post will result in civil penalties of $100.
