What the inspector wrote
On 1/16/2026, Licensing Program Analysts (LPA) K. Navar conducted an onsite inspection for the purpose of an annual inspection and licensee request to increase capacity to 60 children by adding 13 children to classroom Room 1. Fire clearance approval has been received in our office on 12/17/2025. LPA and Facility Representatives Rachel Ragsdale-Vasquez and Luis Vasquez toured the facility inside and outside and the floor and yard plan were verified. The overall census observed was 43 preschool children and 6 staff. During LPA’s observation children were resting/napping on mats.
During the inspection it was determined the facility is operating within its licensed capacity and within compliance with staffing ratios. Facility hours are 7:30a.m.- 5:30p.m., Monday through Friday.
A review of the Facility Personnel Report Summary on this date indicates all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions.

Facility representatives were reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
During the inspection of the indoor activity space, facility provides toys appropriate for children being served. Some items observed during inspection were blocks, dramatic play items, puzzles, writing materials, and books. items which could pose a danger to children (detergents, cleaning compounds, and medications) were observed to be stored out of the reach of children. Poisons/Hazardous Items are not kept on the premises. Children bring food from home. A plan is in place if child forgets food, which includes but is not limited to having snacks on hand, purchasing meals.
Floors, equipment, and furniture were clean and were observed to be in good repair and free of sharp edges. There is drinking water available to children indoors through water jugs, teachers refill cups or sports bottles with the child’s name on them as needed. The children's bathrooms are clean and sanitary. Children nap on mats and bedding is taken home weekly to be washed.
During inspection LPA measured indoor activity space for requested classroom 1 that measured 1093 square feet, which is sufficient to accommodate the requested increase capacity of children by adding 13 children to room 1. Fire clearance was granted for 60 children in Classroom 1: 13 capacity children, Classroom 2 : 18 capacity children, Classroom 3: 12 capacity children, and Classroom 4: 17 capacity children.
The facility currently has a fully fenced playground area. Fencing is brick and wood; brick is at least four feet high. The total square footage for preschool yard is 6097 square feet which is sufficient to accommodate the requested capacity for preschool children. There are sufficient outdoor age-appropriate toys and play equipment. The toddler yard measured at 656.7 square feet.

Waiver for shared playground is in place with the department for the Toddler option program. There is a climbing structure on the playground for children aged 2 to 6 years old which is properly anchored. Sand surrounds climbing equipment and slides. Drinking water is available via water bottles and water bottles are refilled as needed. Facility Representatives were reminded that any changes to the facility must be reported to and approved by Community Care Licensing. The outdoor equipment and toys were in good repair and free of sharp edges. There are no bodies of water present at the facility. The facility grounds were safe, sanitary and in good repair.
The facility has conducted an emergency drill within the past six months; last drill documented was Fire/Drill on October 27, 2025. The facility has a working carbon monoxide detector and fire extinguisher. LPA reviewed with facility representatives the LIC 125, Records to be Maintained at the Facility, for child’s records, personnel records, administrative records, and documents to be posted. Facility met all posting requirements.
7 staff files were reviewed for staff present during the facility inspection on this date. Health screening and immunization as required were reviewed. Beginning September 1, 2016, Health, and Safety (H&S) 1597.622 states, a person shall not be employed or volunteer at a day care center if he or she has not been immunized against influenza, pertussis, and measles. Proof of immunization against pertussis and measles for staff were reviewed and within compliance.
At least one staff member present possesses current EMSA approved Pediatric CPR/First Aid certifications, which expires 4/2026. Beginning March 31, 2018, H&S Code 1596.8662 requires all directors and employees to complete mandated reporting training, and to renew the training every two years.
5 (five) children's records were reviewed, and there was a separate, complete, and current record for each child. In the areas reviewed the children’s files were found to be in full compliance. 15-minute sleep checks were reviewed for toddlers in care. Parent/Guardian sign in and out, and procedure was reviewed for compliance. The person who signs the child in and out uses their full legal signature and records the time of the day.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test as specified in Health and Safety Code section 1597.16.
For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP.).
LPA verified that the lead testing was completed in accordance to the Written Directives (Interim Licensing Standards) outlined in PIN 21-21.1-CCP. LPA received a report from licensees and informed licensees that this information needs to be reviewed by the department. Licensees stated they do not use the water and would like to complete what is needed for a Written Attestation Letter regarding lead.

This facility provides Incidental Medical Services – IMS. Licensee stated there are no children enrolled who take medication. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. For IMS information see PIN 22-02-CCP. LPA discussed the safe sleep regulations with facility representative and discussed the Child Care Licensing Safe Sleep webpage at

as an additional resource. LPA also informed facility representative of the importance of checking for and removing any recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at

and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
In the areas that were evaluated, no deficiencies were observed in the California Code of Regulations, Title 22, Division 12 at the time of the visit.
