What the inspector wrote

On June 6, 2024 at 8:50 Licensing Program Analyst (LPA), P Rivas conducted an announced Pre-Licensing inspection for a new license. Upon arrival, LPA met with Applicant/Facility Representative, Kimberly Johnson, Director of Early Learning . The facility is located at El Morro Elementary School, Laguna Beach Unified School District. Applicant is requesting to be licensed for 48 preschoolers ages 2.9years old to 5 years old in classrooms 51, 52 and 53. Hours of operation will be Monday to Friday from 7:15am to 4:00pm . All indoor and outdoor activity space utilized for the children was inspected today. LPA informed Ms. Johnson that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. Ms. Johnson was advised to have exits secured. When medications are on site, Ms. Johnson stated that they will be kept in the Nurse's office and if medication like an epi pen is required they will be kept in the classroom in a higher locked cabinet. Plan was provided. A fully equipped first aid kit is located in the nurse's office . There is an operational carbon monoxide detector on site located in each classroom which is interconnected with the smoke alarm. All required licensing documents were observed posted in the front gate leading into the pre school area. Children will be signed in and out at drop off using Pro Care system but also has a hard copy sign in sheet in case system is not operational. page 2 LPA continued to tour the facility and measured all indoor and outdoor activity space. Which included Rooms 51, 52 and 53. Applicant reports that the last room to admit enrollments will be room 53. Room 53 has storage boxes. Each classroom will utilize 3 cabinets for student use. Total indoor activity space measured at 3048.14 square feet , which is sufficient to accommodate the requested capacity of 48 Children. LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots/mats, bookshelves, and other activity supplies for the children. Drinking water is available in the classrooms via own water bottles, drinking faucets and outside refillable filtered drinking station. LPA observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. Fire clearance was granted on April 18, 2024. LPA observed a total of 7 sinks and 5 toilets available for children\342\200\231s use. These are sufficient to accommodate the requested capacity of 48 children. There is a separate staff restroom equipped with a toilet and a sink. The isolation area for children who are ill will be the nurse's office. Facility will provide 2 snacks and a lunch the am snack is referred to as "breakfast" but it is a snack. The kitchen is a fully equipped cafeteria which includes but not limited to; sinks, stove, oven, warmer, refrigerator, serving station, freezer, dishwasher, microwave. The kitchen area and food storage areas were observed free of rodents and/or vermin. Food was observed to be properly stored separate page 3 from cleaning materials. Hazardous items in kitchen are inaccessible to children via locked doors. The facility currently has 2 fully fenced playground areas. Fencing is chain link which is at least four feet high. The total square footage for all the outdoor activity space is 13,944.36 square feet which is sufficient to accommodate the requested capacity. The first area is located directly in front of the classrooms has sensory bins, musical equipment, stepping stones, art easels, sensory house, building blocks, tables and manipulatives. The main playground area is the TK-K play area with age appropriate climbers Shade is provided via umbrellas, overhangs. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. There is a climbing structure on the playground per Ms. Johnson's statement it is for children ages 2 to 12. Climbing structure was properly anchored. There is adequate cushioning in fall zones of climber provided by poured in place rubber playground surfacing. Drinking water is available via own water bottles, drinking faucets, refillable filtered water station. LPA observed all hazardous items on the playground to be inaccessible to children. Applicant, Ms. Johnson was reminded that any changes to the facility must be reported to and approved by Community Care Licensing. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP).Lead testing conducted 05/27/2016 with no exceedences. page 4 The following corrections are needed prior to the issuance of the license: 1. Remove storage boxes and extra cabinets in room 53 -provide Pictures of room 53 2. Fingerprint clearances for Ms. Johnson, designated applicant Applicant/Licensee Representative Ms. Johnson understands that all proof of corrections must be provided to the Department within 30 days, or the application may be denied.
