What the inspector wrote

Page 2 On 12/17/2025, the Orange County Child Care Office received a complaint alleging: Staff left daycare children unattended. Reporting Party (RP) stated RP was checking the cameras in the morning of February 3rd around 6:30 am to 6:40 am and noticed a couple of the children in the classroom without supervision of the teacher that is supposed to be with them. During the investigation, LPA inspected the facility unannounced on 2/10/2026, 02/19/2026 and 03/18/2026, conducted classroom observations during opening hours in Room 3 and Room 3 transition time to playground, obtained/reviewed a copy of Kiddie Academy Child Care facility Roster, Kiddie Academy Personal Report, Kiddie Academy Staff Supervision Policy, observed live video footage 2/19/2026 of Room 3, took photos, conducted 6 (S1-S6) staff interviews, and attempted to interview 5 (five) children and only 1 (one) child qualified to be interviewed. During unannounced facility inspections on 02/10/2026, 02/19/2026, and 03/18/2026. LPA observed staff caring and supervising children in care. On 02/19/2026 at 6:30AM, LPA observed 3 (three) staff onsite S1-S3. 1 (one) staff was present in the office, 1 (one) staff was present in Room 3 with 4 (four) children in care, and 1(one) staff was present in the infant room with 0 (zero) children in care. At 7:10AM LPA observed Room 3 to have 8 (eight) preschool children and 1 (staff) present S2. LPA observed S2 to be supervising/interacting with children and helping children with their needs. During LPA staff interviews 8 of 8 (S1-S8) staff interviewed stated that they have never left a child alone without adult supervision while in care. 6 (six) of 8 (eight) interviewed staff stated they have not heard of an incident regarding a child being left alone in a classroom without adult supervision while in care. 5 (five) staff interviewed stated that opening hours are 6:30AM in Room 3 and that there are 3 (three) staff who open the school S2, S3, either S4 or S5, and that there are usually 2 (two) children who arrive right when the school opens. 5 (five) interviewed staff stated that the duties for staff who open the school would not cause a staff member to leave a child alone in a classroom. 3 (three) staff interviewed stated there are intercoms in each classroom and on the playground that they communicate with to the office for additional support. Continue to page 3. Page 3 5 (five) of 5(five) staff interviewed stated that Kiddie Academy does have a supervision policy and during LPA records review LPA obtained a copy of Kiddie Academy Supervision policy that staff must sign after reading that states every staff member is required to follow the supervision policy of children in care and describes what active supervision looks like. During parent interviews. LPA called 5 (five) parents and LPA was able to interview 2 (two) parents. The 2 (two) interviewed parents did not divulge any information pertaining to the allegation. Based on LPA observations, interviews, and records review; the preponderance of evidence standard has not been met. Although the allegation s may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation s of: Staff left daycare children unattended did or did not occur; therefore, the allegation is UNSUBSTANTIATED. Exit interview conducted and report was reviewed with Director Kenya Meneses. The Director was informed that the “Notice of Site Visit” must be posted on or adjacent to the door for 30 days. Failure to post will result in a Civil Penalty of a $100.00. End of Report.
