What the inspector wrote

On 05/18/26 at 8:50am, Licensing Program Analyst (LPA), Anna Chan conducted an unannounced onsite inspection for the purpose of an Annual Random Visit. LPA met with Director Monica De Gudiel and was informed of the purpose of visit upon arrival. LPA and Director toured the facility inside and outside and the floor and yard plan were verified. Census was taken. The overall census was 39 preschool children and 7 staff. Children were having indoor and outdoor activities when LPA arrived. Director stated currently, there are 45 preschool children enrolled ages 2-6 years. During the inspection it was determined the facility is operating within its licensed capacity and within compliance of staffing ratios. The Preschool has a full day program from 7:00am to 6:00pm and half day program which runs between 9:00am-12:30pm, Monday through Friday. The facility is located inside Glenview Elementary School. There is a separate entrance to the facility along Glenview Rd. LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, cubbies and shelves. Water refills are provided by water fountains in each room and sports bottles with children’s names on it. The facility provides AM/PM snacks for children. Menu items are posted on the licensing board where they can be seen by parents. The restroom inside the classrooms was clean and sanitary. LPA observed all hazardous items to be inaccessible to children. Full day children nap cots and bedding is stored individually. Children bring home the beddings for washing weekly. The facility has a working carbon monoxide detector and fire extinguisher. The facility conducted an emergency drill on 03/03/26. Facility met all posting requirements. The California Child Passenger Safety Law was posted by the entrance of the facility. Page 1 of 3 The facility currently has a fully fenced playground area. Chain link fencing is at least four feet high. Shade is provided via canopy structure. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. There is a climbing structure on the playground for children ages 2-12 years old which is properly anchored. There is adequate cushioning in fall zones of climber provided by Pour & Play. Drinking water is available via water fountains and the children’s own bottles. LPA observed all hazardous items on the playground to be inaccessible to children. There are no weapons or bodies of water on the school’s premises. 5 Staff files were reviewed for the facility inspection on this date. Health screening and immunization as required were reviewed. Beginning September 1, 2016, Health and Safety (H&S) 1596.7995 (a)(1) a person shall not be employed or volunteer at a day care center if he or she has not been immunized against influenza, pertussis, and measles. Proof of immunization against pertussis, measles for the facility were reviewed and within compliance. Beginning March 31, 2018, H&S Code 1596.8662 requires all directors and employees to complete mandated reporter training, and to renew the training every two years. At least one staff member present possesses current EMSA approved Pediatric CPR/First Aid certifications, which expires 06/2027. 5 Children's records were reviewed, and there was a separate, complete, and current record for each child. Sign in/out was reviewed through Eleyo app. Children’s authorized representatives has their own login ID. Currently, there are medications in the facility. This facility provides Incidental Medical Services (IMS) LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. The following information regarding ADA was provided: US Department of Justice (USDOJ) toll-free ADA Information Line at (800) 514-0301 (voice)/ (800) 514-0383 (TTY) and link to publication: Commonly Asked Questions about Child Care Centers and the ADA, available at: http://www.ada.gov/childqanda.htm Page 2 of 3 CCC COMPLETED TESTING AND NO LEAD EXCEEDANCES: Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, require all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. Director stated they had a Lead Testing conducted in 2024 and LPA will be provided with a copy of the result. Transfer Request (LIC9182). Director was informed that Licensing Quarterly Updates are available at www.ccld.ca.gov and may request to be added to an email list to receive a Quarterly Update by contacting the Child Care Advocate at childcareadvocatesprogram@dss.ca.gov or at www.ccld.ca.gov LPA provided Guardian Information and website info: https://www.cdss.ca.gov/inforesources/cdss-programs/community-care-licensing/caregiver-background-check/guardian In the areas that were evaluated no deficiencies were observed of the California Code of Regulations, Title 22, Division 12 at the time of the visit. An Inspection and exit interview were completed with Director Monica De Gudiel. The report was reviewed and discussed. “Notice of Site Visit” was posted and must be posted for 30 consecutive days.
