What the inspector wrote

On 03/25/2025 at 9:30am, Licensing Program Analyst (LPA), Romy Castanon conducted an unannounced Case Management inspection for an increase in capacity (from 50 to 132). Upon arrival, LPA met with Director Angela Briones. Applicant is requesting to be licensed for 36 infants ages 6 weeks-2 years old in Rooms 3, 4, 5 and 96 preschool children ages 2-6 years old in Rooms 1, 2, 6 and 7. Hours of operation are Monday-Friday from 7:00am-6:00pm. Present during today\342\200\231s inspection were 14 children with 11 staff. Appropriate ratios and supervision were observed. All indoor and outdoor activity space utilized for the children was inspected today. LPA informed Director that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. Total indoor activity space measured 5,553.24 square feet based on report dated 08/24/2024. Total indoor infant activity space measured 1,800 square feet which is sufficient to accommodate the requested capacity of 36 infants. Preschool classrooms measured 3,753.24 square feet which is sufficient for the requested capacity of 96 preschool children. LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots/mats, bookshelves, and other activity supplies for the children. Drinking water is available in the classrooms via filtered water pitchers. LPA observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. Updated fire clearance was granted on 02/26/2025. LPA observed a total of 12 sinks and 9 toilets available for children\342\200\231s use. These are sufficient to accommodate the requested capacity of 132 children. The facility currently has a fully fenced playground area. Wrought iron fencing is at least four feet high. Measurements taken on 08/24/2024 for the infant outdoor activity space is 749.21 square feet, which is sufficient for only 10 infants at one time. The preschool play areas measured 4,275 square feet which is not sufficient for the requested capacity and can only accommodate 57 children at one time. (Cont. to page 2) Page 2 Playground waivers to share the infant and preschool playgrounds at different times in the AM and PM due to limited square footage has been submitted but must be approved prior to licensure. Shade is provided via gazebos and easy-up tents. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. Drinking water is available via filtered water pitchers. LPA observed all hazardous items on the playground to be inaccessible to children. Director was reminded that any changes to the facility must be reported to and approved by Community Care Licensing. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). Lead testing results were submitted during today\342\200\231s visit. Director was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.\342\200\235 This facility plans to provide Incidental Medical Services \342\200\223 IMS. LPA provided a copy of LIC 311A, Records to Be Maintained at The Facility, for child\342\200\231s records, personnel records, administrative records, and documents to be posted. LPA discussed the safe sleep regulations with Director and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep , as an additional resource. LPA also informed Director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/ , and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. (Cont. to page 3) Page 3 Director was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms. The following corrections are needed prior to the issuance of the license: 1. Approved playground waivers for staggered schedule Director understands that all proof of corrections must be provided to the Department within 30 days, or the application may be denied. A notice of site visit was given to Director Angela Briones and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days. End of Report
