What the inspector wrote

(Page 2) On 8/20/2025, the Orange County Regional Child Care Licensing Office received a complaint with three (3) allegations listed above: Reporting Party (RP) alleged that (1) staff do not meet infants diapering needs, (2) staff are not meeting infants emotional needs, and (3) staff are not taking adequate measures to prevent outbreaks in the infant classroom. On 8/26/2025, LPA Jung made an unannounced visit to the facility and conducted an interview with the Director. Director provided LPA with facility roster, communication sent to families for children’s illnesses, and daily communication logs for children’s diapering and feeding needs along with additional documents for investigative review. Based on LPA’s review of documents provided, LPA verified that facility staff regularly change infants’ diapers and send notices of diaper changes to authorized representatives via the facility’s communication app. Daily reports that are sent home through the app include updates for children’s nap times, meals, diaper changes, and pictures of children engaging in activities. LPA also reviewed notices that were sent home to families regarding illnesses that have occurred at the facility. Recently, there were several incidents of Hand, Foot, Mouth (HFM) Disease at the facility. Director provided LPA with copies of the notices that were sent to families regarding HFM which includes the dates and times that the messages were sent out. Regarding the infants’ emotional needs not being met, LPA could not find enough supportive evidence to show that facility staff are not meeting infants’ emotional needs. Staff and parents interviewed did not give any information regarding this allegation. LPA could not interview children due to the children being in an infant program and not being qualified. Parents interviewed did not provide any concern regarding the allegations listed above. The Orange County Regional Child Care Licensing Office has investigated the complaint alleging (1) staff do not meet infants diapering needs, (2) staff are not meeting infants emotional needs, and (3) staff are not taking adequate measures to prevent outbreaks in the infant classroom: although the allegations may have happened or are valid, there was not a preponderance of evidence to prove the alleged violations did or did not occur, therefore the allegations are UNSUBSTANTIATED. No deficiencies cited. Report was reviewed with the Director, Stephanie Strand, and Notice of Site Visit was given which must remain posted for 30 days.
