What the inspector wrote

, Licensing Program Analysts (LPAs),P Rivas and R Castanon
conducted an announced Pre-Licensing inspection for a a new license.
Upon arrival, LPAs met with Applicant/Facility Representative Ms. Trisha Carlson and Miguel Hinojosa, Program Administrator
Applicant is requesting to be licensed for 54
preschoolers
ages 2 to 5 years old in classrooms 1(purple), 2(red), 3(orange); and 15 school age 4-5 years old in 4-tk room
. Hours of operation will be Monday to Friday 7:00am to 6:00pm
.
All indoor and outdoor activity space utilized for the children was inspected today. LPA informed Ms. Carlson
that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities and to ensure exits to be secured.
When medications are on site, Ms. Carlson
stated that they will be kept in the Director's office but life saving medications will be kept in each individual classroom in a locked cabinet.
A fully equipped first aid kit is located in each classroom.
There is an operational carbon monoxide detector on site located in each classroom.
All required licensing documents were observed posted in the main lobby.
Children will be signed in and out at each classroom.

LPA continued to tour the facility and measured all indoor and outdoor activity space. Total indoor activity space measured at 3594.03
, which is sufficient to accommodate the requested capacity of 69
Children. LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots/mats, bookshelves, and other activity supplies for the children. Drinking water is available in the classrooms via faucets , and filter system. LPA observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property.
Fire clearance was granted on 070224 but included 18 toddler option, 36 preschool children and 15 pre schoolers. As of today applicant wants to serve only 54 preschoolers ages 2-5 years old and 15 school age 4-5years old

toilets available for children\342\200\231s use. These are sufficient to accommodate the requested capacity of 69
children. There is a separate staff restroom equipped with a toilet and a sink located in the office hallway. The isolation area for children who are ill will be the Director's office and the bathroom will be the staff bathroom.
Facility will provide snack
. The kitchen area currently includes 4 refrigerators, ovens, warmer, mixers, ovens. The kitchen area and food storage areas were observed free of rodents and/or vermin. Food was observed to be properly stored separate from cleaning materials. Hazardous items in kitchen are inaccessible to children via locked door.

The facility currently has a fully fenced playground area. Fencing was chain link, wrought iron, plastic/vinyl and wood
which is at least four feet high. The total square footage for all the outdoor activity space is 4248 square feet
, which is insufficient to accommodate the requested capacity. It can only accommodate 56 children A Playground waiver to share play ground at different times due to limited square footage shall be submitted and approved for licensure.
Shade is provided via canopies and trees
. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. There is no climbing structure on the playground for children ages
There is adequate cushioning in fall zones of swings provided by sand.
Drinking water is available via children will have own water bottles, there are 3 water fountains for children's use.
LPA observed all hazardous items on the playground to be inaccessible to children. Applicant Ms. Carlson
was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.
For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP).

Facility representative, Ms. Carlson was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.\342\200\235

Ms. Carlson, applicant was informed of the
MyChildCarePlan.org
site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
The following corrections are need prior to licensure.
1. Approved waiver for shared playground (school age and pre school)
2. Approved waiver for shared playground for insufficient space.
2. Approved Exception for Director's Administrator course.
3. Hot water temperature to reach between 105-120 degrees Fahrenheit.video ok to be submitted.
4. Fingerprint Clearances for Ms. Carlson
5. New fire clearance std 850 that matches requested capacity.
Applicant/Licensee Representative Ms. Carlson understands that all proof of corrections must be provided to the Department within 30 days, or the application may be denied.
