What the inspector wrote

On July 16, 2024 at 10:45am , Licensing Program Analyst (LPA), P. Rivas conducted an announced Pre-Licensing inspection for a new license. Upon arrival, LPA met with Applicant/Facility Representative Ms. Stacey Constantian. Applicant is requesting to be licensed for 12 toddlers under toddler option program in the toddler room and 49 preschool children ages 36 months to 60 months in classroom 2 and 3 . Hours of operation will be Monday through Friday 7:00am to 6:00pm . All indoor and outdoor activity space utilized for the children was inspected today. LPA informed Ms. Constantian that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities and to ensure the exits are secured. When medications are on site, Ms. Constantian stated that they will be in the refrigerator in the kitchen in a locked box. The kitchen is directly next to the front desk/director's desk. fully equipped first aid kit is located in each room . There is an operational carbon monoxide detector on site located in the reception area. Applicant stated they do not have gas in the premises. . All required licensing documents were observed posted in the front area . Children will be signed in and out at entrance in front hallway . pag e 2 LPA continued to tour the facility and measured all indoor and outdoor activity space. Total indoor activity space measured 2382.25 square feet which is sufficient to accommodate the requested capacity of 12 toddlers and 49 preschool children. LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots, bookshelves, and other activity supplies for the children. Drinking water is available in the classrooms via filter water which is refilled in the kitchen. LPA observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. Fire clearance was granted on 05/16/2024 . LPA observed a total of 7 sinks and 7 toilets and 2 urinals available for children\342\200\231s use. These are sufficient to accommodate the requested capacity of 61 children. There is a separate staff restroom equipped with a toilet and a sink. The isolation area for children who are ill will be the director's/reception area and the bathroom will be the staff bathroom. Facility will provide snacks . The kitchen area currently includes , refrigerator and microwave and washer and dryer. There is a microwave and refrigerator in each room. The kitchen area and food storage areas were observed free of rodents and/or vermin. Food was observed to be properly stored separate from cleaning materials. Hazardous items in kitchen are inaccessible to children via closed fire door. (when shut it is very hard to open) page 3 The facility currently has two fully fenced playground areas. Fencing is wrought iron which is at least four feet high. The total square footage for all the outdoor activity space for the toddler playground is 1014 square feet and preschool is 3834.12 square feet which is sufficient to accommodate the requested capacity. Shade is provided via 5 large umbrellas in preschool yard and 1 in the toddler playground. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. There is a climbing structure are age appropriate per applicant's statement. There is no sticker on playground equipment. The climbing structure is properly anchored. There is adequate cushioning in fall zones of climber provided by turf with total of 3 inch padding on fall zones. Drinking water is available via water jugs that are refilled using filtered water from kitchen. LPA observed all hazardous items on the playground to be inaccessible to children. Applicant, Ms. Constantian was reminded that any changes to the facility must be reported to and approved by Community Care Licensing. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). page 4 Applicant, Ms. Constantian was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.\342\200\235 \342\200\234This facility plans to provide Incidental Medical Services \342\200\223 IMS. LPA also informed applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/ , and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.\342\200\235 Ms. Constantian was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms.
