What the inspector wrote

On 04/25/2025 at 11:15am, Licensing Program Analyst (LPA), Romy Castanon conducted an unannounced prelicesing inspection to decrease the facility\342\200\231s preschool capacity and add a toddler option component. This is a single license conversion. The existing license number (304371524) will be consolidated with the new assigned license number (304371692). Upon arrival, LPA met with Applicant Ying Sun. Applicant is requesting to be licensed for 20 toddler option children ages 18mos-30mos in Room 9 (previously preschool room), 268 preschool children ages 2-6 yrs in Rooms 1, 2, 3, 4, 5, 6, 7, 8, 10, 11, 12 library, multipurpose room open outdoor yard. An updated fire clearance will be requested to reflect the room change. Review of Criminal record clearances were verified through Guardian. All staff were fingerprinted and cleared. The hours of operation are Monday-Friday 7:30am to 6:30pm. Based on prelicesing report dated 08/23/2021, Room 9 measured a total of 790.59 square feet which is sufficient to meet the capacity requested for the toddler option program. The furniture fixtures and supplies are age appropriate and sufficient for the capacity requested including tables, chairs, cubbies, bookshelves, and other activity supplies for the children. The facility has a changing table that has 3-inch sides and will be within hands reach of a sink. Drinking water is available in the classrooms via water dispenser. The children also bring their own water bottles. LPAs observed all hazardous items to be inaccessible to children. There is one toilet and one sink inside Room 9 that is available for children\342\200\231s use. Applicant will submit a waiver request to share one toilet and one sink in a restroom outside of Room 9. A separate staff restroom and Director\342\200\231s office are designated for children who are ill. There are no bodies of water or weapons on the property. (continue to page 2) Page 2 The outside activity space measurements based off report dated 08/23/2021 measured 12,228.82 square feet that accommodates 163 children at one time. LPA measured the square footage of the enclosed preschool area that will be shared with the toddlers at 1,810.5 square feet which is sufficient for the requested toddler option capacity. Director will submit a shared playground waiver. The play structure\342\200\231s manufacture sticker states it is for 2-5 years of age. Director states the structure will not be used by toddler children under 24 months and alternate age-appropriate equipment and activities will be available. All play equipment observed were in good condition. The toddler playground area has Pour-n-Play rubber material under the fall zones. Water is provided via water fountains outdoors and children bring their own water bottles. Director was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. This facility plans to provide Incidental Medical Services \342\200\223 IMS. For IMS information, see PIN 22-02-CCP . A Plan of Operation that includes IMS must be submitted to the Department. LPA reviewed the LIC 311A, Records to Be Maintained at The Facility, for child\342\200\231s records, personnel records, administrative records, and documents to be posted with Director. LPA discussed the safe sleep regulations with Director and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep , as an additional resource. LPA also informed Director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/ , and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. (Continue to page 3) Page 3 Director was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms. To receive important licensed related information to licensed facilities, visit the CCLD Important Information website at https://www.cdss.ca.gov/inforesources/community-care-licensing/subscribe and select the Child Care option to receive email communication. The following corrections are needed prior to the issuance of the license: 1. Waiver request and approval for shared restroom 2. Waiver request and approval for shared play area 3. Fire clearance request to reflect room change 4. Full review of application packet Director understands that all proof of corrections must be provided to the Department within 30 days, or the application may be denied. A capacity decrease for preschool and toddler component addition may be granted after the above requirements are met and a final file review is conducted. Exit interview conducted and report was reviewed with the Director Ying Sun. A notice of site visit was given to Director Ying Sun on existing license and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days. End of Report
