What the inspector wrote

On 04/15/2025 at 9:00am, Licensing Program Analyst (LPA), Romy Castanon conducted an announced Pre-Licensing inspection for a change of ownership. Upon arrival, LPA met with Applicant Erendira Doherty. Also present during today\342\200\231s inspection were two female adults and Applicant\342\200\231s husband. Applicant is requesting to be licensed for 22 preschool children ages 2-5 years old, 8 infants ages 6 months \342\200\223 24 months and 20 toddlers option children ages 18 \342\200\223 36 months. There were no children present. Hours of operation will be Monday-Friday 7:00am-6:00pm. All indoor and outdoor activity space utilized for the children was inspected today. The facility has two separate buildings. One building is for preschool children called Butterfly Room. The second building is for infants called Cocoon and toddler component called Caterpillar that is separated by a 5-foot plexiglass divider. LPA informed Applicant that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. A fully equipped first aid kit is located in a cabinet in both buildings. There is an operational carbon monoxide detector on site located and was tested in the Caterpillar/Cocoon building. All required licensing documents were observed posted at the facility\342\200\231s front entrance. Children will be electronically signed in and out at entrance of each building. LPA continued to tour the facility and measured all indoor and outdoor activity space. Total indoor activity space measured 1,776.82 square feet, which is sufficient to accommodate the requested capacity of 50 children. LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots/mats, bookshelves, and other activity supplies for the children. Drinking water is available in the classrooms via filtered water dispensers and children can bring their own water bottles. LPA observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. Fire clearance was granted on 03/04/2025. Updated fire clearance will be requested to reflect room names. (Continue to page 2) Page 2 Feeding tables have broad-based legs, plastic seats are in good repair. High chairs are made of washable, moisture-resistant material. Changing tables have at least 1\342\200\235 padding covered with moisture-resistant, washable material. Sides of the changing table are at least 3\342\200\235 high and the changing table is within arm\342\200\231s reach of a sink. Diapering sink is not used for meal preparation or dishwashing. Applicant plans to move location of changing table and will submit photos. Cribs meet regulatory requirements. Crib area is separated from activity space via wood and plexiglass. This barrier is at least four feet high, made of sound absorbing material and allows for supervision of napping children. Sleep logs are kept in crib area. Needs and Services Plans and Sleep Plans are kept in the Director\342\200\231s office located in the Caterpillar/Cocoon building. There is at least one potty chair or toilet for every five infants. LPA observed a total of 4 sinks and 5 toilets available for children\342\200\231s use. These are sufficient to accommodate the requested capacity of 50 children. There is one separate staff restrooms equipped with a toilet and a sink. The isolation area for children who are ill will be the office and a staff restroom. Facility will provide morning and afternoon snacks. The kitchen area currently includes a refrigerator, microwave and sink. The kitchen area and food storage areas were observed free of rodents and/or vermin. Food was observed to be properly stored separate from cleaning materials. Hazardous items in kitchen are inaccessible to children via door lock. The facility currently has a fully fenced playground area. The iron wrought fencing is at least four feet high. The total square footage for all the outdoor activity space is 4,908.08 square feet, which is sufficient to accommodate the requested capacity. Applicant will submit waiver request to share preschool yard with toddler option children on a staggered schedule. Shade is provided via large canopy shade structure, a shade sail and trees. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. There is climbing structure on the preschool playground and Applicant stated they were safe for children ages 2-5 years old. There is adequate cushioning in fall zones of climbers provided by wood chips. Drinking water is available via large water dispensers. LPA observed all hazardous items on the playground to be inaccessible to children. Applicant was reminded that any changes to the facility must be reported to and approved by Community Care Licensing. Applicant will submit photos of loose cement tiles and fence gaping located on the gate along Bloomfield Street. (Continue to page 3) Page 3 For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). Applicant was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with Applicant and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep , as an additional resource. LPA also informed Applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/ , and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. LPA provided applicant with regulation for safe sleep logs. Applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. (Continue to page 4) Page 4 Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms. The following corrections are needed prior to the issuance of the license: 1. Waiver request and approval for shared preschool playground 2. Fire department approval of room name corrections 3. Photos of preschool yard fence gapping and concrete tiles 4. Full and final review of application packet Applicant Erendira Doherty understands that all proof of corrections must be provided to the Department within 30 days, or the application may be denied.
